Job Description:

Design Period Responsibilities:

  • Full-time position in Kampala, Uganda.
  • Leading the detailed design of urban water/waste water infrastructure, coordinating work with engineering disciplines team leaders.
  • Develop a full understanding of Project infrastructure requirements through discussions with the Design team and appropriate Client staff
  • Ensure design team conducts necessary analyses and calculations of the designed infrastructure to ensure that the proposed work meets all Client requirements, local codes and current and future technical requirements.
  • Ensure design team visits facilities under the scope and obtain data necessary for designs, for any existing infrastructure, discuss facilities’ operational issues, maintenance issues, rehabilitation requirements and training requirements with Client staff
  • Ensure design team prepares notes of the facilities’ visits and discuss these with the relevant Client staff
  • Ensure design team prepares designs, incorporating any assessments, design and rehabilitation needs, facilities’ descriptions, definitions of works required and preliminary cost estimates
  • Ensure design team prepares technical specifications and bidding documents, including, but not limited to:
    • A4 drawings and written definitions of scope and technical parameters;
    • descriptions of key technical parameters, equipment and works for rehabilitation or new installations;
    • Specifications for new or refurbished equipment and infrastructure
    • Detailed definitions of works to be undertaken, including relevant drawings showing dimensions and any constraints on physical size;
    • Preliminary bills of materials and works quantities;
    • Recommendations on contract arrangements;
    • Assist with bidding documents including Client’s requirements, technical; and specifications, performance specifications, schedules, and drawings for bidding.
  • Regular reporting to both client and other stakeholders as required.

 

Construction Period Responsibilities

  • Allocate appropriate design team members to provide oversight of all aspects of the Project in order to assure that they are conducted properly. This includes assisting in developing and implementing a quality assurance program for manufacturing, review and approval of design, monitoring schedule, inspection of equipment and materials upon arrival and upon installation, other site works and review of documents to assure quality of delivered goods, comparison of as-built drawings to design, and addressing shortcomings in any of these areas
  • Timely and quality assistance to the Commissioning Lead in responding to Requests for Clarification.
  • Timely and quality assistance to the Commissioning Lead in responding to Submittals.
  • Timely and quality assistance to the Commissioning Lead in responding to Method Statements.
  • Timely and quality assistance to the Commissioning Lead in Developing / reviewing Variation Orders.
  • Timely and quality assistance to the Commissioning Lead in Developing / reviewing Work Directives for work under Provisional Sums.
  • Timely and quality assistance to the Commissioning Lead in responding to Claims from the Contractors.
  • During Testing and Commissioning allocate appropriate design team members to perform the following:
    • All infrastructure, equipment and components must be subject to acceptance tests to demonstrate their capability to meet design criteria. Tests include full facilities’ operational, functional and performance tests, in accordance with international standards, to ensure that new equipment and facilities’ overall systems performance in accordance with specified requirements
    • For all tests review the contractor’s test procedures for compliance with manufacturers’ requirements and design criteria. Witness the tests and review the test results. If test results are not satisfactory, ensure that any lack of compliance is addressed and that the equipment and overall systems be re-tested until compliant results are achieved
    • Provide training on the testing and commissioning of all Project facilities. Assist the Client and coordinate with the Contractors in addressing any issues with the Project components that are unsatisfactory. At the end of this period, and when all acceptance tests have been completed satisfactorily, advise the Client that the construction is complete and all the Project facilities and their components are ready to be declared fully operational
    • Prepare and recommend provisional taking over certificates whenever due for the works or part of the works and alert the Client of work deficiencies and outstanding items, if any. Confirm the remedial measures taken by the contractors, and recommend a final taking over certificate after expiry of the warranty period

 

Reporting

  • Timely and quality assistance to the Commissioning Lead in production of monthly report.
  • Timely and quality assistance to the Commissioning Lead in Review of Contractor’s monthly reports.

 

 Other

  • Timely and quality assistance to the Commissioning Lead in review of Contractor’s Interim Payment Certificates.

 

Required Qualifications:

  • Must be a Chartered/Registered Professional Engineer with a recognized international institution; or the Construction Management Association of America preferred.
  •  At least 20 years of recent relevant experience managing and overseeing the design and the construction of water and wastewater infrastructure projects of a similar nature to that described in this TOR.
  • Prior experience in Sub-Saharan Africa

 

Preferred Qualifications:

  •  Construction field experience preferred. 

 

Required Education:

  • Minimum B.S. in civil engineering

 

 Certifications:

  • Must be a Chartered/Registered Professional Engineer with a recognized international institution; or the Construction Management Association of America preferred.

 

Language requirements/Preferences:

  • Fluent command of spoken and written English. 

 

Amount of Travel:

  • Minimal travel required from project office
