Job Description

Job Overview

To control access / egress across the university premises through the provisioning of security and access control systems. To implement technologies that can deter and provide early detection possible security breaches. Also to enhance the University’s enforcement capabilities by ensuring system uptime and provision of quality evidentiary material.

Key Performance Areas

Strategy Implementation and Leadership

  • Continuously improve and optimise the operations and resources of the Department and University
  • Demonstrate the values of the university and lead the team to do the same
  • Build and maintain a culture of competence, congruence, compliance, customer focus and accountability within the team
  • Provide effective and efficient access control and security systems service to all Stakeholders
  • Provide effective and efficient evidence service by ensuring maximum system uptime

Governance, Compliance and Risk Management

  • Ensure that Access Control and Security Systems are aligned with evidence and information security standards
  • Provides centralised means to authenticate users and systems attempting to access resources protected by the University
  • Define process flows and oversee applications which manage the integration of security, access control and core business systems
  • Drafts, implements and manages Service Level Agreements (SLAs) for internal and external stakeholders
  • Management of contracts, penalties and resolving breaches. Conduct regular supplier relationship management meetings and report on performance
  • Review and improve security policies, processes, and practices in accordance with security and institutional policies, and relevant legislation.
  • Comply with the reporting requirements of all-relevant institutional and government deadlines and guidelines.
  • Participating in Departmental audits. Consolidation of required evidence and implementing controls to resolve all relevant audit findings against the Department or University

Security Systems, Access Control & Project Management

  • Manages repair and maintenance programme for technical security and access control systems to ensure maximum system uptime
  • Manages the integration and upgrades of security systems in order to ensure that systems user-friendly and enables operations to run in an effective and efficient manner
  • Manages issuing of keys and access cards in line with core University activities
  • Manages Technical Surveillance Countermeasures (TSCM) operations in sensitive areas
  • Attends and contributes to the Departmental and other University planning meetings to brief, update on and discuss on-going projects
  • Conducts R&D, benchmarking and plans long-term improvements to the security function

Budget and Reporting

  • Prepares and submits budgets in accordance with relevant guidelines
  • Oversight and expenditure control of allocated budgets. Management of all budget and procurement transgressions
  • Plans and manages the procurement and logistics of the Systems and Access Control Unit, to ensure that staff have all necessary resources to work effectively

Minimum Requirements

  • A relevant Bachelor of Technology/Bachelor’s Degree in Information Technology, Electronics Systems, Electrical Engineering, Security Management or equivalent, with 2 to 3 years’ job-related experience
  • Five (5) years management experience
  • Have a valid driver’s licence
  • Expert level competence on MS Office and related products
  • Expert knowledge and experience of Alarms, Electric Fence, Gate Motors, Intercoms, CCTV & Impro Access Control systems
  • Good knowledge and experience of databases and network security
  • Good knowledge of relevant policies and procedures
  • Good knowledge of current and relevant security systems and technologies
  • Good knowledge and experience of Health and Safety requirements

Recommendations:

  • Previous experience in a Higher Education Institution
  • Registration with relevant ICS or Engineering Bodies
  • Project Management exposure or registration
  • Relevant system experience in law enforcement related to protection services environment
