POSITION INFO:

Reporting to the Senior Manager: Municipal Health, the incumbent will advise local government in providing solutions and improving performance in the area of Environmental Health/Municipal Health, Primary Health Care and HIV and AIDS response. Represent SALGA on key IGR platforms and with key stakeholders related to the MHS function.

Acquire and utilise cutting edge research and information to provide high quality advice on health services in local government to both municipalities and other spheres government.

Establish and maintain partnerships with strategic role-players nationally and internationally that will benefit local government in respect of health services.

QUALIFICATIONS AND EXPERIENCE

  • An NQF Level 7 University qualification in Environmental Health, Public Health or Equivalent Qualification;
  • Active registration with the relevant professional body
  • A Valid Code 08 drivers’ license.
  • At least 5 years’ experience the local government sector; and
  • Knowledge of government policies, legislative processes, policy research, analysis, monitoring and evaluation

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS

  • Multidisciplinary team and business integration: The Senior Advisor: Municipal Health will report directly to the Senior Manager: Municipal Health and will work with other senior advisors and Advisors as part of the multidisciplinary team in promoting social and economic development as well as safe and healthy environment.
  • Strategic business planning; Participate in the development of future organizational strategy and associated municipal health objectives seeking to embed a coherent operational forward plan to further SALGA’s mission and goals. This will include to design, develop and implement high quality programmes, projects and interventions which seeks to maximize opportunities for strengthening municipal health capacity.
  • Stakeholder management and relationships: Actively profile SALGA with relevant partners, the business community, the community, the media and the general public to further the Strategic Plan aspirations. Support the development of new partnerships and collaborations including relationships with government, non-governmental organisations, learning institutions, business, civil society organisations and community. Attend conferences and external meetings when appropriate to benefit and progress the work of SALGA. Support the design and development of structures which encourage the involvement of communities and community organisations in the affairs of local government.
  • Leadership and management: Line-manage, motivate and support advisors, seconded employees and interns. Establish regular team meetings, ensuring opportunities for quality assurance, evaluation and team and individual development are prioritised. Actively participate in, and contribute to, relevant sub-unit programmes
  • Financial and Business Management: Support the development of the cluster Budget and ensure the processing of Fiscal Policy related expenses within budget and in compliance with SCM regulations. Monitor expenditure and budget allocations on a monthly basis to ensure accuracy and alignment with fiscal requirements. Support the identification of funding and investment, compile creative and compelling bids and tenders to secure funds for project / programme design development and implementation.
  • Monitoring, Evaluation & Reporting: Participate in regular quality assurance and evaluation of operational safety, seeking to respond to statutory and policy requirements and as part of a commitment to continuous improvement, recommend and implement changes to content, delivery and staff training as appropriate. Produce oral and written reports on engagement level, activity delivery and the development of new programmes / projects.
