Accountant

SUMMARY:
A parastatal entity based in Centurion has a vacancy for an Accountant. We are looking for an Accounting Professional who has an in-depth understanding of PFMA, Treasury Regulations, Financial Planning and Budget Management.

POSITION INFO:

• Financial Management

-       Analysis of the Management Accounts and Annual Financial Statements to ensure that they are compliant with the applicable Accounting Standards;

-       Ensure financial reporting is in accordance with Accounting Standards;

-       Ensure that internal control policies are revised and communicated in line with the changing needs of the environment and incorporated in the Finance and Supply Chain policies.

• Budget Preparation

-       Coordinate budget preparation in discussion with unit managers for submission to the Executive Authority;

-       Ensure adequate allocation of resources according to projections.

-       Ensure that budget reviews are undertaken on a half yearly basis; and

-       Prepare and submit the Estimate of National Expenditure (ENE) and Medium-Term Expenditure Framework (MTEF) projections based on the approved annual performance plan and strategy to the Executive Authority and National Treasury.

• Payroll Management

-       Review monthly payroll runs on the Pastel Payroll System; and

-       Prepare bi-yearly submissions to SARS and issue IRP5 to employees.

• Performance Management

-       Ensure that financial information is included in the quarterly and annual performance reports; and

-       Employees’ performance management, and implementation of operational plans

SKILLS AND KNOWLEDGE BASE – The successful candidate will have the following key competencies and skills:

• BCom - Accounting/Financial Accounting or equivalent;
• Chartered Accountant (SA) or AGA (SA) qualification will be an added advantage;
• South African Institute of Chartered Accountants (SAICA) Professional Affiliation;
• Minimum of five (5) years’ experience as a CA or AGA (SA), and Auditing experience;
• Knowledge Accounting and Auditing Standards & Practices (GRAP);
• Knowledge of all related legislation impacting on and influencing the functioning of CMS (e.g. PFMA, Treasury Regulations, PPPFA, etc.);
• Knowledge of strategic & financial planning, and budget management;
• Knowledge of Accountmate, Pastel, Pastel Payroll EFT system;
• Knowledge of the various financial analysis/valuation methodologies;
• Mature self-starter with good negotiation and communication skills;
• Leadership and management ability;
• Ability to work under pressure; to influence and work with people at different levels; and
• Computer literacy is essential, with Advanced Excel.
