SUMMARY:
Responsible for the ICAO compliance Responsible for ICAO compliance with medical requirements, oversight of compliance of air ambulances, oversight appropriate aviation training of cabin crew, participate in accident investigations, and oversight and provide guidance to the Aviation Medical Officer

Assist the Senior Manager identify  and initiate regulatory review in line with ICAO and International Best Practice, workshop and submit to CARCOM for approval

 

and promulgation

 

 

 

Exercise the powers delegated in terms of the legislation, to authorise or decline the issue of medical certificates.

 

Ensure that accredited medical conclusions are reached by preparation and presentation of the Aeromedical committee in line Terms of Reference

 

Preparation of the Aeromedical Committee   agenda, drafting minutes are of high quality standards  and signed in line with procedure

 

Appoint medical appeals specialist, coordinate and conduct research related to the medical appeal process

 

Routine collecting and analysing medical findings during medical assessments to identify areas of increased medical risk

 

Continuously re-evaluating of the medical assessment process to concentrate on identified areas of increased medical risk

 

routinely collecting and analysing incapacitation in-flight and on active duty

 

 

Conduct research to analyse trends and implement aviation safety intervention strategies

 

Assist the Licensing division to evaluate foreign medical records for validation of foreign licenses.

 

Preparation of the enforcement the medical cases  related non-compliant applicants and DAMEs for submission to the Legal Division

 

Participate in the training of Aerospace Medicine

 

 

Assist the Senior Manager in Identifying gaps in legislation related to ICAO Annex 6,9,11,14,18 and  other ,International Health Regulations(2005) ,consult ,review

 

and submit to CARCOM for approval and promulgation.

 

 

As an authorized officer of the SACAA, develop a Master Surveillance Plan

for Airlines, Charter Operators and Airports and conduct audits

 

Evaluate procedures for airlines, charter and airport operators to ensure compliance to the spread of communicable disease by air travel.

 

Participate training and consultation  forums with industry

 

 

Participate at MNORT  of the National Department of Health and Facilitation Committee of the NDOT

 

Conduct inspections on First Aid Training ATO and Air Ambulance Operations

 

Assist the Senior Manager in Identifying  gaps in legislation ,conduct research and review according to best practice

 

Evaluate and approval  training material and MOP’s for ATO and Operators

 

 

Conduct inspections of air ambulance operations and Cabin Crew First Aid

ATO''''s  in accordance with the Master Surveillance Plan

 

Participate in the revision of the

Part 64 First Aid training content applicable to cabin crew

 

Continuous  provision of training

through consultation with the aviation industry

 

 

 

Crew Training

 

Provide medical information and advice for accident investigations

 

Conduct inspections at Charter, Airline and Airports Operators

 

 

 

Provide medical insight to accident investigations.


 

Participation of the development of  legislation applicable to the medical aspects of aircraft accidents

 

Assist AAID in identifying relevant experts to advice of the medical aspects of aircraft accidents

 

Collect all the medical information and interpret post mortem  and toxicology  reports

 

Draft  the final  accident report applicable to the medical aspect of aircraft accident for the submission to AAID.
