KEY PERFORMANCE AREAS

  • Strategy and Leadership - Lead conceptualisation and design the overall Air Traffic Management strategy aligned to the ATNS strategy. Provide input into the long-term ATNS strategy from an Air Traffic Management perspective. Support the work streams in developing and driving their relevant strategies in line with the Air Traffic Management. Set clear targets for Air Traffic Management and ensure the achievement of such targets by cascading the targets to the relevant workstreams. Develop the annual Air Traffic Management business plan to enable the achievement of the Air Traffic Management and targets. Influence and reciprocally influenced by long-term strategic thinking into the long-term Roadmap and other aviation structures (e.g. ICAO, IATA and CANSO) by tabling the operations agenda. Instil within the Operations environment the core vision, mission and values of ATNS, and ensure activities and outputs are congruent. Provide input and influence ATNS permission planning process to ensure the required resources and infrastructure are allocated to Air Traffic Management and its workstreams to enable the achievement of the ATM strategy.
  • Operationalise the Air Traffic Management Strategy - Conceptualise and define the most appropriate Air Traffic Management operating model considering end-user requirements, benchmarked global, regional, national ATM Concept plans and supporting ATNS strategic objectives. Conduct research and development to continuously enhance the Air Traffic Management operating model aligned with best practices, trends, technological advances and changes in business strategy. Participate in the evaluation and implementation of appropriate Technologies, supporting the requirements of the ATNS plan. Provide air traffic management services, aeronautical information, Instrument flight procedures, air traffic flow management, aeronautical search coordination and other services in accordance with applicable regulations. Manage the airspace of the State. Ensure the effective integration and implementation of all Air Traffic Management, Aeronautical, Instrument Flight Procedure Design, Air Traffic Flow Management and Aeronautical Search and Rescue Coordination Centre workstreams to meet benchmarked service delivery capability aligned to end-user requirements. Provide the required forums and leadership to enable collaboration and alignment between the various workstreams within Air Traffic Management and other functions. Lead the development, maintenance, measurement, monitoring and continuous review of the overall Air Traffic Management policies, procedures and service level agreements
  • Oversee the functions of ATM and related services ( Aeronautical Information, Instrument Flight Procedure Design, Air Traffic Flow and Aeronautical Search and Rescue Coordination Center) - Provide the required leadership and oversight to ensure that the different workstreams drive the following in their respective areas: Cascade the Air Traffic Management strategy into their workstream by developing the required strategy, clear targets and relevant business plans to achieve it; Operationalise the ATM strategy by providing the required models, systems, resources, policies and procedures; Ensure compliance with relevant policies, procedures, legislation and service level agreements; Report on the performance of their area to relevant stakeholders; Effectively manage relevant stakeholders; Effectively manage ATM staff to enable engagement, high performance and productivity; Provide oversight and leadership to specialist areas within ATM to ensure optimal service delivery; Develop, monitor and manage the ATM budgets; Drive collaborative relationships with other workstreams to ensure continuous alignment and optimal service delivery.
  • Governance, Monitoring and Reporting - Lead development, implementation and maintenance of a robust governance environment in ATM. Ensure full compliance to all the regulatory and legal frameworks applicable to ATNS. Participate in the regulatory permission application consultations required in terms of the ATNS regulatory framework. Continuously monitor and measure compliance of the Air Traffic Management team to all ATNS policies and procedures and relevant legislation. Monitor overall performance of Air Traffic Management in relation to set targets and corporate objectives. Consolidate input from all workstreams within Air Traffic Management to prepare strategic level reports for EXCO, Board and other relevant stakeholders. Proactively identify risks across the Air Traffic Management and appropriately and timeously measure, correct and manage these risks. Ensure CAA certification and licensing to provide the required level of service provision.
  • Stakeholder Management - Monitor and measure client satisfaction indicators to ensure exemplary levels of service are provided through the Air Traffic Management workstreams. Establish and maintain mutually beneficial relationships with the ATNS client base. Adapt operational delivery as practically possible to meet client needs and expectations. Build effective relationships with other business functions to ensure that the required resources are available to implement the Air Traffic Management strategy. Establish and maintain collaborative relationships with all departments in ATNS to ensure alignment and optimal operational delivery. Maintain mutually beneficial relationship with professional bodies (e.g GATCSA).
  • People Management - Ensure the appropriate deployment and adequate levels of competent staff are available, developed, monitored and maintained in order to meet the required Air Traffic Management. Promote high levels of safety, discipline, output standards within a motivational climate so that performance and other outputs are achieved. Manage performance outputs of the workstreams in Air Traffic Management by using the performance management system, and taking corrective action promptly and effectively. Facilitate change in the Air Traffic Management environment through leadership tools, change initiatives and change agency resources. Mentor and coach staff as required. Ensure the transfer of knowledge to enable sustainability within Air Traffic Management and Air Traffic Services from a succession management perspective. Perform talent management aligned to the HR policies, procedures and disciplinary code. Implement transformation initiatives within Air Traffic Management to ensure inclusive environment and a representative staff compliment. Promote the corporate culture within Air Traffic Management. Drive employee engagement and retention within Air Traffic Management.
  • Financial Management - Consolidate Efficiency, Delivery Support, Safety Implementation and Operational delivery budgets into overall Air Traffic Management budget. Maintain and manage overall Air Traffic Management budget and expenditure in accordance with financial policies and procedures. Approve expenditure within the mandate matrix

MINIMUM QUALIFICATIONS

  • Masters level qualification in Business Management or related field.
  • Formal Leadership and Business Management training as an added advantage

MINIMUM EXPERIENCE

  • 10+ years technical and operational experience within Air traffic Management of which 7 years should be at senior management level and 3 years at operational management level within the field of air traffic management.
