Cost Engineer - Projects and Turnaround & Inspection

SUMMARY:

Our client, one of the largest international oil and gas organisations, is seeking a cost engineer to join Global Manufacturing Excellence to support the Projects and Turnaround & Inspection Shared Services Department (P&TSSD).

POSITION INFO:
The primary role of the cost engineer to providing analysis and evaluation of cost related to projects and T&I by preparing, reviewing and monitoring commitments, expenditures, and forecast for heavy industrial projects and T&I events.

Minimum Requirements

• A Bachelor’s degree in Engineering, Construction Management, Economics, Business Administration, or Accounting, or a closely related major.
• A minimum of ten years cost engineering experience, of which at least five years will focus exclusively on petrochemical or refinery projects. Must be familiar with construction practices, materials and equipment.
• For non-engineers, a minimum 12 years of cost engineering experience is required.
• A high level of fluency in oral and written English is essential.
• The candidates must have a high level of adherence to safety rules and regulations.

• Estimate Project and Turnaround & Inspection (T&I) activities cost in terms of labor, material, equipment and process invoices.
• Responsible for preparation of cost portion of the engineering, procurement and construction contracts.
• Convert technical scope of work into cost estimate.
• Develop budgets by estimating resources.
• Provide all cost engineering expertise and coordinates activities as group/unit leader as required.
• Identify areas of concern for potential cost overruns or under-spends, and provide solutions to maintain expenditure within budget.
• Identify opportunities that will create value with proper tracking and reporting.
• Review and analyze contractor’s claims and change orders.
• Participate in the negotiation of contracts as required.
• Initiate appropriate actions when the total forecast indicates allocated funds will be exceeded.
• Keep abreast with significant developments in cost engineering, by close review of technical literature, contacts with contractors, visits to areas of construction, and attendance at professional technical meetings.
• Review the contractor’s cost reports and work progress, and provide comments and recommendations as required.
