JOB SUMMARY:
The Director: Properties & Services

Contributes to organisational effectiveness and efficiency through managing, planning, development and maintenance of University facilities and services across all three campuses in Alice, East London and Bhisho.

The incumbent’s responsibilities will include: building and grounds maintenance, fleet and staff housing management, cleaning, waste management and hygiene, catering, health and safety, security, utilities and space management

JOB DESCRIPTION:

MINIMUM REQUIREMENTS

A relevant undergraduate qualification in a property/built environment (e.g. Civil/Electrical/Mechanical Engineering, Architecture, Construction or Quantity surveying).
A recognised Project Management qualification.
A postgraduate qualification in a property/built environment profession (e.g. Civil/Electrical/Mechanical Engineering, Architecture, Construction or Quantity surveying) will be an added advantage.
A minimum of 10 years’ appropriate experience in a built environment profession with a minimum of 5 years at a senior management level.
Professional registration with a built-environment professional body will be an added advantage.

SKILLS AND EXPERIENCE

Knowledge of facilities management and the building industry such as engineering, architecture, surveying, etc.
A proven track record of managing a complex property portfolio, staff and budgets.
Proven ability to communicate on a strategic level.
Knowledge of relevant national and local legislation pertaining to properties and labour relations.
Ability to investigate and prepare for negotiations between various parties and relevant stakeholders.
The completion and management of a suite of projects and operational budgets.

DUTIES

Provide effective support systems and services to the University through sound management and administration in all the performance areas in this portfolio.
Oversee facilities planning and maintenance.
Plan infrastructure development in line with strategic objectives of the University.
Manage and lead change to ensure minimum disruption to core activities.
Manage and integrate functions across units within Properties and Services to ensure an effective learning and working environment for staff and students is provided.
Work collaboratively with other departments in the university to ensure integrated service provision.
Ensure compliance with legislation especially health and safety requirements.
Ensure provision of high-quality service and advice that is proactive and solution focused and responsive to customer needs.
