SUMMARY:
Dispatch & Road Transport Safety Manager

POSITION INFO:

Main purpose:

To maintain a Road Safety Culture within South African Cement and Ash BU and their transporters through promotion, management and maintenance of the BU’s Transport safety program in regards to:

  • Safety Policy, Systems and Guidelines;
  • Compliance and adherence to all the applicable local traffic acts,
  • Providing expert advice on all related health & safety guidelines and laws contributing in achieving the BU’s road safety objectives. To ensure high levels of efficiency in dispatch operations by managing vehicle TAT, truck parking, vehicle and driver safety checks, dispatch clerk performance management and Lafarge dispatch systems

Main duties and responsibilities:

Road Transport Safety

  • The incumbent is required to promote a road safety culture within the South African environment and ensure adherence to the safety requirements by the Group and the local legislation and foreign country i.e. Lesotho, Botswana, Swaziland and Mozambique.
  • To integrate safety objectives into the business processes without disrupting the smooth operation of the organization.
  • The incumbent is responsible for all inbound and outbound flows.
  • Implementation of Transport Safety Policies, System and Guidelines to contracted transport drivers, transport owners and transport brokers.
  • Implementation of annual road safety plan.
  • Review and coordinate truck inspections and follow up.
  • Analyse, review and report GPS data to Logistics.
  • Implement reporting & investigation procedure for all road accidents and confirm follow up action to completion.
  • Participate in Transporters performance monitoring on Safety to ensure Road safety performance improvement.
  • Carry out road patrols to check compliance and develop route risk analysis and communicate to all drivers and transporters.
  • Annual Safety audits with transporters.
  • Work closely with 3rd party contractors and group TAC centre in developing road transport safety KPI’s
  • Present at Senior Management Level on weekly and monthly intervals.
  • Negotiate, interact and collaborate with External and Internal Stakeholders.

Dispatch Operations and Management

  • Manage plant Turn Around Times in line with targets set
  • Ensure that TAT data capturing and reporting is accurate and complete at all times
  • Operational and KPI reporting on a daily/weekly/monthly/Annual basis
  • Dispatch clerk management

a. Design optimal shift patterns
b. Monitor and manage shift and clerk performance
c. Ensure clerks are adequately trained in order to execute their roles effectively
d. Manage overtime and gate availability

  • Work closely with H/Q Logistics teams and AP departments to ensure that inbound and outbound transactions are executed properly in line with requirements.
  • Deal with any admin and/or operational queries from H/Q Logistics, AP and local plant team
  • Ensure that vehicle safety checks are being done effectively on-site before loading
  • Participate in S&OP meetings
  • Lead all improvement projects related to dispatch operations

Qualifications and experience:

  • Bcom degree in Logistics or equivalent (Must be completed)
  • Minimum 8 years working experience with at least 5 years in the field of Road Safety and Logistics, must be in a management position
  • Experience in the cement industry and/or the transport industry will be an advantage
  • Drivers License
