A District Manager x 1: School-Based HIV and GBV Prevention Programme vacancy is available at our Client, Wits Health Consortium's Reproductive Health and HIV Institute (RHI) in the Nkangala District - Mpumalanga Province.

Background

The Wits Reproductive Health and HIV Institute (Wits RHI) is a renowned African-led research institute that seeks solutions to Africa’s health challenges.

It is located within the University of the Witwatersrand and addresses some of the greatest public health concerns affecting our region, including HIV and its related problems, sexual and reproductive health and vaccinology. This is done through pioneering, multi-disciplinary research; responsive technical support and innovation in health services; and evidence-based policy development and advocacy with national, regional and global stakeholders.

Wits RHI is looking for a District Manager who will be responsible for and based in Nkangala to provide overall management, oversight and coordination of the district-level implementation of the USAID-funded School-Based HIV & Violence Prevention program to ensure the delivery of outputs. The programme delivers comprehensive SRH and HIV prevention (PrEP) services, as a core package of DREAMS implementation, to AGYW in communities through a mobile outreach clinic. The manager will also support the team to provide services to schools as a part of the ISHP SOP on the Provision of SRH and Social Services to secondary learners in schools and layer with other DREAMS interventions.

Main purpose of the job

  • To provide management, program coordination and oversee the district-level implementation of the USAID-funded School-based HIV & Violence prevention program (as part of DREAMS) to ensure the delivery of outputs

Key performance areas

  • Communicate, promote, and support the implementation of the School and community-based HIV & Violence Prevention program at the district, sub-district and community levels
  • Provide program implementation guidance and support to District team members to ensure delivery of program activities according to timelines and budgets
  • Constant consultation and planning with the provincial manager and district teams
  • Conduct regular meetings with the District team to ensure outputs are delivered and to review progress against the implementation plan
  • Develop and review district implementation plans for effective implementation of the program
  • Identify the needs of the program at a district level and obtain the resources required
  • Coordinate and troubleshoot all program-related activities
  • In collaboration with the capacity building manager, organize and implement a training plan on the Integrated School Health Policy (ISHP) SOPs, LIVES, PrEP and other relevant training for the district, including conducting Training of Trainers
  • Monitor the delivery and quality of training at the district level
  • Participate in ongoing mentorship programs initiated by other WRHI stakeholders
  • Evaluate the effectiveness of training and stakeholder engagements by obtaining feedback from stakeholders and/or relevant assessments
  • Support the district team, ensuring that communication between the team is optimal and that program activities are coordinated and leveraged
  • Ensure coordination across program streams, ISHP, PrEP, Community Services and Linkage to care
  • Ensure joint planning with other DREAMS partners in the district to ensure effective layering of services
  • Support activities that promote and advocate for adolescent and youth-friendly service (AYFS) or youth zones at the community level
  • Maintain close communication with the M&E team to ensure adequate and regular reporting and documenting lessons learned and success stories
  • Develop and effectively manage relationships with relevant Wits RHI structures
  • Contribute to the achievement of Wits RHI’s corporate goals and objectives
  • Develop and effectively manage relationships with external stakeholders including DBE, DOH, DSD, donors and partners
  • Serve as a representative of the Schools''s project on external forums / working groups in the district
  • Coordinate program activities with external agencies such as public health, NGO partners, regulatory bodies, donor monitoring and auditing agencies and others as necessary
  • Supervise and manage line reporting in keeping with Wits RHI policies and procedures
  • Attend to all staffing requirements and administration at a district level
  • Supervise and manage the duties of supervisees to ensure optimal staff utilization and maintenance of sound labour relations
  • Perform and facilitate performance assessments
  • Identify substandard performance by team members and take necessary corrective action
  • Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organization
  • Promote harmony, teamwork and sharing of information
  • Provide day-to-day support to all project staff
  • Take ownership and accountability for tasks and demonstrates effective self-management
  • Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
  • Maintain a positive attitude and respond openly to feedback
  • Take ownership for driving your own career development by participating in on-going training and development activities such as forums, conferences, policy setting workshops, etc.

Required minimum education and training

  • Bachelor’s degree or equivalent in Development Studies, Social Science or Public Health
  • At least 5Years of experience working in public health, particularly HIV prevention and treatment as well as adolescent health
  • Experience in working with SAG ministries (DBE, DSD, DOH) and other government departments
  • Experience with planning and conducting training additional experience training health or other sector workers and/or training of communities in health and HIV prevention beneficial
  • Understanding and knowledge of CSE, HIV, SRH, GBV, DREAMS
  • Experience with PEPFAR funded project will be an added advantage
  • Excellent written and oral communication skills in English, including report writing
  • Able and willing to work flexible hours as needed and without constant or close supervision

Desirable additional education, work experience and personal abilities

  • Masters Degree in Social Science or Public Health
  • Able to maintain confidentiality, tact and professionalism at all times
  • Able to exercise discretion, high levels of initiative and decision-making in consultation with the line manager
  • Self-motivated, able to work independently and work as part of a multidisciplinary team
  • Attention to granular details
  • Ability to manage and lead a team, particularly in a highly pressured target driven environment
  • The environment may at times be busy, noisy and need excellent organizational, time and stress management skills to complete the required tasks
  • Able and willing to work flexible hours as needed and without constant or close supervision
  • Must be a South African national or permanent resident with fluency in English and in at least one local indigenous South African language – preferably from Nkangala or close to the district (in Mpumalanga)
  • Must have a valid South African driver’s license and be willing to travel

Required minimum work experience

  • Demonstrated role in strengthening coordination and facilitate project implementation at the district level
  • Understanding of the school and community environment and experience in working with government departments at all three levels of government
  • Having worked in the public health sector
  • Stakeholder engagement and management
