Facilities Planning Consultant – Fuels and Chemicals

SUMMARY:

Our client, one of the largest international oil and gas organisations, is seeking a Fuels and Chemicals Facilities Planning Consultant to work within the Fuels and Chemicals Facilities Planning Division.

POSITION INFO:
The incumbent will be responsible for identifying business opportunities that increase the value of the Downstream Business Line assets through integration, optimization, and/or capital project execution. The consultant will be tasked to identify opportunities for asset repositioning as well as targeting long-term market value conducting studies to identify new sources of revenue for the Company while also providing technical valuation and due diligence support to the company in the evaluation of 3rd party projects including Mergers, Acquisitions, and Joint Venture formation opportunities in addition to providing project support and review for capital project recommendation in existing JVs.

Minimum Requirements

• Bachelor’s degree or Master’s degree in Chemical Engineering or related degree from an accredited university. A Professional Engineer (P.E.) or Chartered Engineer (C.Eng.) license or registration would be desirable but is not essential.
• A minimum of fifteen (15) years of professional experience, including at least ten (10) years as a consultant in refining and chemicals operations, projects.
• Previous experience in performing economic evaluations and feasibility studies and preparing requests for budgetary approvals.
• Experience as a professional consultant in planning and execution of engineering studies.
• Must be able to demonstrate the ability to prepare budgetary reports and deliver technical presentations to Corporate Management.

• Assisting in the technical development and economic justification of Capital Programs and Budgets, including long range engineering studies.
• Develop alternatives to proposed capital projects.
• Conduct feasibility engineering studies with emphasis on technical and economic justification.
• Prepare written project justifications for presentation to Corporate Management.
• Perform system and economic evaluations of existing and potential new refining and chemicals facilities.
• Fully conversant in the following areas
• a. Crude-to-chemicals configuration studies,
• b. Clean fuels, fuels and chemicals demand outlook,
• c. Licensor selection,
• d. Greenhouse gas emissions reduction and low carbon management,
• e. Energy efficiency studies and implementation,
• f. Digital solutions,
• g. Heavy oil upgrading facilities,
• h. Revamps, modernization, and capacity expansions,
• i. Portfolio management, capital planning, and operational excellence

• Direct evaluation of major refinery and petrochemical process configuration set-up, development of Refinery and Petrochemical Complex Integration and asset improvement studies.
• Prepare and make presentations to Corporate Management on refining and chemical facilities issues.
• Provide full-time consultation to management and other organizations on refining and chemical operational issues.
• Mentor the training of future Facilities Planning Specialists for future development to Facility Planning Specialist positions.
