SUMMARY:
A Finance Manager (Budgets) position is available at our Client, Wits Health Consortium in Parktown, Johannesburg, Gauteng.

POSITION INFO:

Background

Wits Health Consortium (Pty) Limited (“WHC“) is a wholly-owned Company of the University of the Witwatersrand, Johannesburg (South Africa) under its Faculty of Health Sciences. WHC provides Faculty with a legal framework within which to operate the research and other activities necessary to support its academic objectives. In addition, WHC offers a range of products and services to the Academics conducting these activities in order to assist with the management thereof.

Main purpose of the job:

To provide a strategic financial and administrative framework within which the Grants departments are able to function optimally and to provide leadership with regard to all financial matters

Key performance areas:
Budgeting – Proposals and Applications

  • Design effective policies on the budgeting and application process.
  • Design effective budget templates for the company.
  • Drafting new and renewal budgets.
  • Assistance on the application of new grants.
  • Manage all aspects of the proposal and application process.
  • Provide input to develop an annual budget for WHC.
  • Communicate and maintain relationships with clients, upper management, and support staff to ensure that the proposal process runs at high efficiency 

Financial management and reporting (division and donor)

  • Develop and implement financial strategies and activities aligned with the divisional needs.
  • Manage the consolidation of relevant financial reporting data.
  • Analyze expense variance to budget and provide reasons for material variances.
  • Manage and review all month-end and year-end closing activities and prepare month-end and year-end financial statements for the Division.
  • Monitor the budget through effective internal controls.
  • Manage expenditures and report any irregularities or material variances to the budget.
  • Manage cost recovery from projects.
  • Oversee cash flow planning and management and ensure availability of funds as needed.
  • Produce accurate financial reports within set deadlines to relevant stakeholders.
  • Perform trend analysis and make recommendations.

Ensure compliance with donor requirements and management of audits:

  • Ensuring all costs incurred by the division are compliant with WHC policies as well as donor rules which includes the planning of audits.
  • Liaising with WHC Compliance, donors, and auditors on issues raised and resolving such issues.

Stakeholder liaison, customer service, and financial advice:

  • Gain a full understanding of the division’s financial needs and communicate with senior management (including Leadership Groups) regarding cash flow and business developments.

Staff management:

  • Attend to all staffing requirements and administration.
  • Supervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labour relations.

Required minimum education and training

  • B.Com (Accounting)

Required minimum work experience

  • Minimum 5 years experience in Accounting and/or Financial Management
  • Minimum 3 years experience in budgeting

Desirable additional education, work experience, and personal abilities

  • Experience working in a donor-funded organization or NGO.
  • Knowledge of Microsoft Office and the accounting package.
  • Advance Excel is preferable.
  • Must have a dynamic and compatible personality able to deal with clients, donors, and staff at all levels.
  • Self-motivated, able to work independently, and work as part of a multidisciplinary team.
  • May be required to work overtime.
  • Demonstrated ability to work with minimal guidance and proactively seek guidance on very complex tasks.
