SUMMARY:
General Education Training and Development Practitioner

POSITION INFO:

  • Provide support to Stakeholders
  • Support internal and external stakeholders to enhance ETD participation and efficiency in the sector;
  • Provide support to Stakeholders by means of online or onsite monitoring to promote the Organisation practices;
  • Attend to all queries from internal and external stakeholders without delay;
  • Build partnerships and relationships with authorities in the PSET sector and the subsector;
  • Advise and capacitate (new and existing) Stakeholders on the Organisation policies, procedures, processes and promote compliance and reporting to stakeholders;
  • Increase mandatory grant and discretionary grant participation within the transport sector and address all related queries;
  • Facilitate small business initiatives and entrepreneurship within the subsector;
  • Provide periodic contributions to the Organisation newsletters or external publication;
  • Represent the Organisation at Career Expos and relevant events;
  • Participation in inter-SETA activities to promote the Organisation;
  • Establish provincial linkages and participation (e.g. Development Forums, HET Advisory Council meetings etc.
    • Finance Administration
    • Manage GETDP functions in line with chamber operational budget;
    • Timeous submission of expense items in order to comply with the relevant policy.

     

    • Annual Performance Plan Support
    • Identify and support the Organisation towards the achievements of the Organisation APP targets, specifically (but not exclusively), unemployed bursaries, SBDS, TVET College and HET partnerships, Adoption of School projects and Rural Development projects.

     

    • Flagship Projects and Discretionary Grants
    • Coordinate administration of projects by initiating ETD projects within the sector and the relevant province;
    • Process of discretionary grant applications up to contracting, conducting due diligence and compiling and reporting on Chamber projects, activities and expenditure.

     

    • Mandatory Grants
    • Implement mandatory grant processes that include promoting and assessing WSP/ATR;
    • Monitor the implementation of the WSP and verify the ATR;
    • Report and communicate any findings to relevant parties and recommend for approval or rejection;
    • Stakeholder support on the the OrganisationSMS and indicium system.

     

    • Workshops and Forums
    • Administer, support and conduct SDF, industry and provincial forums;
    • Develop and maintain stakeholder database;
    • Plan engagement workshops and prepare presentations;
    • Advice and guide stakeholders on the Organisation processes.

    • Reporting
    • Prepare quality assured reports supported by verifiable evidence within set deadlines.

     

    • Monitoring
    • Conduct site visits to verify stakeholder participation and data;
    • Submit reports to the chambers within deadline.

     

    • Administration
    • Oversee own office filing systems;
    • Managing internal and external audit queries and performance monitoring;
      • Effectively manage day to day operations.
      • Manage Personal and Staff Performance
      • Manage, monitor and check on performance agreements development and signature;
      • Manage, monitor and check on performance assessments and review implementation;
      • Manage, monitor and check on personal development plans submission, approval and implementation;
      • Coach and mentor subordinates and interns, where required;
       
      • Experience and Qualification
      • M + 3 qualification in ETD/HRM/HRD or relevant qualification;
      • Minimum of 5 years’ experience in the education, training and development sector;
      • Experience in SETA or Transport Sector environment will be an added advantage;
      • Experience in management of WSP and ATR;
      • Experience in low skill levy paying industry or the transport industry;
      • Have a Driver’s license;
      • Own transport/vehicle is essential;
      • Be prepared to work overtime.

       

      • Knowledge and understanding of:
      • The PSET environment;
      • Contract management;
      • Project management;
      • Education, Training and Development;
      • The following legislations - Skills Development Act, Skills Development Levies Act, National Skills Development Plan, Public Finance Management Act, Quality Council for Trades and Occupations Act, Protection of Personal Information Act and South African Qualification Authority.
