Head of Human Resources

Our client is seeking to employ a head of Human Resources at their branch in Paarden Eiland.

To partner with the Executive Management of the company to develop and lead a comprehensive, proactive and integrated HR function in support of the vision and strategic goals of the Company by supporting Management in reviewing, developing, and implementing the overall policies, systems and processes of people management. This would include the management of every aspect of the employment process, from on-boarding, maintenance and termination, including, orientation, training, good labour relations practice, compliance, Performance Management, in order to add value to all aspects of the Company.

Essential Duties and Responsibilities:

Partner with the Executive Management of the organization in the formulation and implementation of the people management strategy of the organization to ensure alignment with the overall company strategy.

Provide strategic advice to the company pertaining to people and human capital management.

Ensure optimal organizational design through structure reviews, job evaluation input, role grading and salary range reviews.

Support the senior management team in reviewing, developing and implementing the overall policies and processes of the organization with particular focus on people management

Advocate the importance of people, the approach to people management and the HRM function within the Company.

Facilitate the alignment of the needs of the company and staff.

Provide strategic direction for the HRM function and lead the formulation, implementation and review of HRM strategies.

Establish constructive relationships with leadership and management in general.

Undertake HR consulting, coaching, facilitation, and management of relationships, including external networking.

Ensure that management of human capital is done cost effectively and application of people-based policies, principles, strategies are commercially relevant. Leadership and Management of the HR Business Unit

Lead the operations and staff of the HRM function to support the HR strategy.

Support the Executive, Senior Management and Line Managers in people management in keeping with best practice within the Company, to ensure good HR practices.

Ensure the provision of a quality service by the Business Unit including regular evaluation of the services provided. 360 reviews, performance targets.

Ensure that there are appropriate structures and processes in place to provide the necessary service and there is coordination and integration of the different structures/processes/sections

Performance management of the immediate managers including the Selection, Induction, training, motivation and recognition of staff o Managing of non-performing staff HRM and Specialist Services

Diagnose shortcomings of the company relative to its external environment from an HRM perspective and identify, initiate and lead relevant changes.

Overall responsibility for the conceptualization and implementation of HRM policies, systems, practices, and procedures related to HRM activities.

Develop capacity for change within the company and lead the facilitation of sound specialization within the HR service delivery capacity.

Enter into relevant agreements with employees as the agent of the company and advise staff and management on fair labour practice

Quality Assurance and Risk Management and regular audits and reviews of existing policies and the need for new policies and protocols.

Streamline human resources processes to reduce costs and implement a customized version of the SABPP standards and processes for a quick turnaround on the HR functions deliverables.

Oversee business Health and Safety compliance closely with Head of Operations. Ensure an efficient employee administrative function, maximizing the use of technology and efficient process.

Provide relevant information stakeholders to compile salary, training and bonus budgets on an annual basis. And devise Statistical Data measurements to report on Human Capital effectiveness within the business.

Implement initiatives to counteract negative trends.

Collect and analyse employee data via internal surveys to measure employee satisfaction and develop talent retention strategies. Talent Management:

Develop and drive the employee value proposition, with specific focus on employee relations, wellness, reward, remuneration, talent management and training and development.

Manage the recruitment, selection, and appointment process, ensuring that the right person for the job is appointed in line with the resourcing budget and considerations of organizational design requirements.

Manage the on-boarding process to ensure new employees become effective and assist in the negotiation of salary and terms of employment with new employees and ensure probation is managed correctly for all new employees.

Review and devise up to date Workforce planning, recruiting, training and development, performance management and succession planning initiatives and identify, plan, and monitor annual staff training (mandatory and skills related).

Ensure all mandatory OHSA&E training is up to date.

Ensure application for annual discretionary grants from Wholesale and Retail SETA take place. Manage risk by being compliant with South African labour laws and recommendations and stay abreast of all labour legislation and evolving needs of the employer and its employees.

Provide guidance and advice to all employees on policies and procedures and promote a healthy working environment for staff and management.

Responsible for arranging and assisting with Disciplinary, Grievance and Incapacity Hearings • Represent company at the CCMA in the event of disputes and deal with conflict

Provide expert advice, support, and guidance to line managers on employee relations related matters and investigate misconduct and advise on most appropriate action to be taken, to ensure consistency of application/action.

Facilitate the implementation of grievance procedures as required.

Performance management and develop & implement a performance management system in line with the Company strategic objectives to maximize effectiveness of performance management, and to promote understanding and leveraging the linkage of Company strategy, individual performance agreements and compensation.

Oversee Compiling of WSP/ATR for submission at SETA''''''''''''''''''''''''''''''''s and ensure submission of Annual EE Report Assist with Implementing systematic staff development procedures on all legislation OHSA, EE, BEE, LRA, BCEA, COIDA, Sectoral Determinations

Develop and implement B-BBEE plan in conjunction with Finance and ensure compliance.

Manage the preparation of information requested or required for compliance with prescribed legislation i.e. Skills development.

Collaborate closely with Financial Manager to ensue Sectoral Determination for the Wholesale and Retail Sector.

Implement staff retention measures to address Employee Satisfaction.

Research, plan, implement and communicate employee wellness programs within budgetary constraints.

Oversee the payroll process and monitor to ensure effective and ensure HR Administrative processes are up to date, effective and in line with best practice.

Continuously review benefits for staff i.e. Medical Aid, Provident Fund and Group Risk Benefits to reduce costs and attract new talent

Ensure proposals for Human capital projects and interventions are accompanied by sound commercial review or business cases, leaning on Financial Manager for support where required.

Minimum requirements

Able to engage in meaningful negotiation and resolution

Sound knowledge of Labour Law and Discipline

Understanding the South African Labour Legislation i.e. LRA, BCEA, COID, UIF, OHSA, EE, SDL.

Working knowledge of Payroll systems Word, Excel, PowerPoint, Outlook.

Bachelor’s Degree in Human Resources. +Honors Degree or HND in Human Resources, Industrial Psychology or Industrial Relations Advance theoretical knowledge required to give strategic input Other Professional Registration Labour Relations certification – may be advantageous.

SALARY: Negotiable dependent on skills and experience – R 1 million per annum
