SUMMARY:
Our client in the Public Sector, has an EE opportunity available for a Hub Manager in Durban area. This position will be a fixed term contract for 4 years.

POSITION INFO:

Requirements:

  • Post graduate qualification (NQF 8) in Built Environment, Public Management/Administration, Business Management/Administration or related field.
  • Project Management qualification (PMBOK or Prince or Similar) will be an added advantage.
  • More than 10 years’ work experience-across multiple areas of government.
  • At least 5 – 8 years’ experience operating at a senior management level.
  • Sound knowledge and good grasp of the infrastructure landscape, political economics, macroeconomics as well as socio-economic development issues, challenges and opportunities in South African and the rest of Africa.
  • Comprehensive knowledge of the complex regulatory environments of local government, state-owned enterprises and other government entities in South Africa.
  • Demonstrated ability to lead complex strategic initiatives, programmes and projects to successful execution.
  • Strong understanding of public sector planning & budgeting processes.
  • Demonstrable track record of working with high level government stakeholders.
  • Proven track record of leading and preparing good quality reports, documents and presentations for Executive Management, Board and high-level stakeholders.
  • Demonstrated ability to manage teams with proven track record of mentoring developing direct reports.
  • Good understanding of the PFMA.
  • Programme and project management - desirable
  • Strategic planning and management - desirable

KPAs:

  • Accountable for the metropolitan space as the appropriate scale and arena for intergovernmental planning and coordination.
  • Responsible for the metropolitan area as a developmental space (IGR Impact Zone) that will be a strategic alignment platform for all three spheres of government.
  • Produce a Spatially Integrated Single Government Plan (One Plan - as an Intergovernmental Compact) for the metropolitan area that guides and directs all strategic investment spending and project delivery across government and forms the basis for accountability.
  • Ensure that the metropolitan municipality is properly supported and adequately resourced to execute the approved plans and expedite service delivery.
  • Identifying and managing risks associated with the implementation of the programmes.
  • Advice on creating benchmarks and setting of programme goals.
  • Reviewing the projects in depth to determine their readiness before prioritising them onto the plan.
  • Oversee, manage the planning, implementation, monitoring, reporting and completion of the ‘One Plan’.
  • Manage issues, risks and programme change requests to ensure successful and on-time program delivery.
  • Develop stakeholder management strategy and plan
  • People management
