ICT Manager - Technical Team Lead

The ICT Manager - Technical Team Lead is responsible for leading a technical team to provide development services to fulfil the unit’s mandate in terms of designing, implementing, supporting and maintaining the applications under its control.

The technical team that this role leads is made up of a collection of integration and data or BI developers as well as a data specialist who oversees the work the data and BI developers provide.

The ICT Manager - Technical Team Lead is responsible for having an over-arching view of the entire systems landscape whilst having a strong knowledge of the business. This oversight will be across all information systems inclusive of data, application and integration solutions. The oversight will serve to shape the unit’s ability to fulfil its mandate. The unit is responsible for the development, implementation and maintenance of various applications that support business process within the secondary and tertiary education provisioning industry.

Application and Data Integration

• Works with application developers to ensure end-user and application data requirements are fulfilled.

Key Areas of Responsibility Include:

1. Technical leadership

The ICT Manager - Technical Team Lead is responsible for providing technical thought leadership. This includes responsibility for the quality assurance in the production of and review of data artefacts across projects. The role also requires the establishment and ongoing modification of appropriate processes and procedures to ensure that the data discipline is maintained within the unit. The latter relates to the use of best practice models through the solution life cycle (design, build, test, implementation, and validation).

The ICT Manager - Technical Team Lead is also responsible for managing the technical team in its entirety.

Application and Database Development

• Application Modernisation: Responsible for modernising the existing web applications
• Portal Development: Responsible to work with and guide the Junior Developers with business critical portal maintenance and development, report maintenance and application development
• Database Development: With input from the data specialist take responsibility for the support of all database systems including analysis, planning, design, development, implementation, upgrades and day-to-day operations for all applicable systems that ITSU is responsible for.

Operations and Maintenance

• ITSU Development Operations: Responsible for the supervision and maintenance of development operations as required. This may involve assisting other members in the broader ITSU team to resolve incidents, service requests, change requests or problems.

• Development Operation Quality Assurance Review: Responsible for the supervision of the technical team. These resources estimate and carry out the development, unit testing, technical documentation of various applications. You are required to ensure that applications development work is planned and monitored and that results are delivered to time, budget and quality targets and in accordance with appropriate standards. You are responsible for the quality assurance review of the development projects and the evaluation and documentation of team procedures. You may also be required to do functional specifications and system design and thus advanced programming when applicable.

• Integration Maintenance: Responsible for system Integration between Third Party systems, proprietary systems, and in-house and customized systems. This integration is required for systems in the area of Learning Management Systems, Student Information Systems, Marketing and Sales Systems, and Finance Systems, as well as various other small focused systems such as library systems and Web Sites. You are also responsible for maintaining Third Party API integration with our key business information systems, such as Bulk Email and Bulk and Transactional SMS.

2. Project Management

The ICT Manager - Technical Team Lead is responsible for managing application, data and integration projects to conclusion including but not limited to systems integration, data reporting and BI capabilities.

3. System Design and Implementation

The ICT Manager - Technical Team Lead is responsible for leading the strategic design, development, and maintenance of all solutions. The ICT Manager - Technical Team Lead ensures that all implementations meet business expectations and enhances business decision making capabilities and is responsible for ensuring user needs are met through needs analysis and training and support
