JOB SUMMARY:
Manager TSC: Learning and Development

JOB DESCRIPTION:

ROLE OVERVIEW:

  • Manage all operational activities of the training centre including staffing, facilities and coordination with vendors and suppliers in delivery of training that is aligned to business requirements.
  • Develop training centre strategies and initiatives that reflect the organisational goals.
  • Prepare business plans and budgets that support the operation of the centre and adheres to budget
  • Responsible for supervising trainers and instructors in providing the optimal learning experience and in line with certification requirements.
  • Collaborate with educational institutions, original equipment manufacturers (OEMs) and other training service providers to provide additional or specialised training.
  • Manage external authorities by being a thought leader in forums that shape the developmental agenda by being the voice of cement manufacturers.

MINIMUM QUALIFICATION:

  • Bachelor of Commerce (Hons) or equivalent
  • An MDP/SMDP would be advantageous
  • Competent Assessor
  • Competent Moderator

EXPERIENCE:

  • At least 5-10 years in a leadership role in learning and development
  • 5 years’ experience with managing a training centre
  • Experience in the technical, production or engineering environment would be advantageous
  • Experience with the MQA, Merseta, QCTO and other regulatory authorities in the South African learning environment
  • Experience of WSP and ATR reporting
  • Experience and knowledge of the YES programme

SPECIAL REQUIREMENTS:
In depth knowledge and understanding of:

  • Applicable Seta Policies and Procedures
  • Applicable legislation

KEY OUTPUTS:

  • A 3-to-5-year strategy and business plan for the TSC
  • Annual budgets aligned with the plan and monthly review against budget
  • A clear score board for the TSC; indicating the key performance indicators and targets to achieve the strategy
  • A clear capacity plan, indicating optimal utilisation of the TSC facilitates; preference should be given towards company staff first before external learners
  • Integration of the Jabali Principles into The Technical Skills Centre and entrenchment of the culture with the team
  • Effective delivery of the accredited learnerships as well as a prioritised list of short courses that are agreed with business
  • Effective delivery of all other targets as per the scoreboard and budget
  • Delivery in line with all applicable legislation in the learning and development space
  • Effective management of the facilities, housekeeping, and catering services.
  • An up-to-date asset register and a clear asset management process
  • Clear and consistent branding in the TSC as well as marketing material promoting the offerings in line with the umbrella company academy
  • Clean audits by auditing bodies such as SABS, etc.
  • Maintenance and care of TSC assets and equipment
  • Implement, maintain, and adhere to SHEQ and company Standards/Policies and safe behaviour
  • Develop and maintain key stakeholder relationships that contribute to the strategic affairs of the business
  • Oversee and co-ordinate the YES programme
  • Ensure WSP plan and ATR reports are co-ordinated with the TDOs
