POSITION INFO:

Main purpose/objective of the position:

  • This role provides strategic direction for the facilities management scope relevant to the portfolio. To provide specialist technical, sustainability; utilities and operational services; and enterprise asset management advice, assistance, and leadership in any area associated with the planning. procurement, provision, delivery, and maintenance in the listed service areas.

Role Objectives / Responsibilities:

  • To devise operational strategies for Facilities and life-cycle management strategies for all major capital equipment on the portfolio.
  • To provide ongoing Operational Services and Building Services specialist advice and support to centre management, staff, and relevant stakeholders on:
    1. Decisions relating to Operational Services and Building Services matters
    2. Technical advice on technical systems.
    3. New technologies and trends in the market
    4. Smarter ways of working
    5. Project specifications
    6. SLA management and awarding of contracts in the adjudication process
    7. National vendor strategies
    8. Capex, abnormal, day-to-day maintenance and operations budgets
    9. Scoping of Capex items
    10. Five-year rolling maintenance plan
    11. 20 Year rolling Capex lifecycle cost
    12. Business Continuity and Health and Safety oversight
    13. Sustainability management guidelines and interventions.
    14. HR matters; qualifications and skills for Operational Services and Building Services staff, succession planning, recruitment and selection, performance management, competency related training, and job
      descriptions and specifications
    15. Legislative requirements
    16. Budgeting and financial review of spend
    17. Utility management
  • To act as the custodian of Operational Services and Building Services policies,
    procedures and service level agreements and ensure that they are regularly
    updated.
  • To act as the custodian of Operational Services and Building Services standards,
    ensuring that these are regularly updated and that centre management and
    staff:
    • Are trained
    • Provide input into the drafting of the standards
    • Compliance with the standards by undertaking regular audits.
  • To identify, vet and recommend Operational Services and Building Services
    vendors in consultation with centre management
  • To manage projects initiated by core and act as a consultant for projects run by
    centres
  • To meet with centre management and staff on a regular basis and ensure that
    best practice information is shared across the portfolio.
  • To represent the Operational Services and Building Services teams in respect of
    developments, refurbishments, and extensions.
  • To provide leadership to the core competency Operational Services and Building
    Services teams through:
    • Performance management
    • Training and development
    • To manage own departmental operational costs

Education:

  • Senior Certificate with a min 3-year related Degree in Building Management,
    Mechanical; Electrical; Civil Engineering or Architecture as preference. MBA;
    Management Diploma is highly recommended. Courses in Property and Shopping
    centre or property development is considered an additional advantage.

Experience:

  • At least 8-10 years minimum experience in a variety of Operational Services
    and Building Services roles with Project Management experience. At least 3
    years of management experience.
