POSITION INFO:

Our client one of the District Municipalities in the Eastern Cape has a vacancy for an Operations Manager – Disaster Management. The position will be based in Port Elizabeth area.

KEY RESPONSIBILITIES:

• The successful candidate will be responsible for the performance of all duties at the Satellite Centre in accordance with legislative requirements and the Council’s Disaster Management Framework.
• Coordinating the establishment of municipal advisory disaster management advisory forums for each of the local municipalities.
• Effective application of all Disaster Management measures in terms of the entire Continuum to ensure co-ordination and control as required in the applicable legislation including establishment.
• Monitoring and promoting an integrated and coordinated approach to disaster management in the District.
• Attending to various external forums (District, Provincial, etc.) for the coordination of the District Municipality’s functionality associated with its roles and responsibilities.
• Facilitate and assist Satellite Officers with the compilation of Disaster Plans and the maintenance of Disaster Operation Centres.
• Liaise with Industrialists, Business, and Education, Non-Governmental Organisations, Community Based Organisations, and officials of other authorities in a spirit of co-operative governance with regards to Disaster Management.
• Prepares capital and operating estimates and controls expenditure against the approved budget allocations.
• Preparing reports detailing qualitative and quantitative information on the activities and progress made with regards to the implementation of Disaster Management plans and interventions
• Controls the Key Performance Indicators and outcomes of personnel based in the section and respective Local Municipalities.
• Maintain records and statistics of Disaster Operation Centres.

REQUIREMENTS:

• Diploma or Degree in Disaster Management
• Code EB Drivers Licence is essential
• Five (5) years of practical experience in Disaster Management Programmes;
• Qualification in risk or safety management would be advantageous;
• Extensive knowledge of relevant legislation;
• Knowledge of contract administration experience including financial budget control;
• Have the capability to operate under extreme hazard and traumatic conditions.
• Must be able to work extended hours and standby.
• Excellent communication, interpersonal and leadership skills;
• Ability to supervise a staff of four disaster management satellite officers and a volunteer base;
• Good planning, organising skills and project management;
• Experience in presentation and facilitation of Disaster Management related programmes;
• Computer knowledge particularly MS Office packages are essential;
• Ability to work independently;
