SUMMARY:
Client in the Consulting Engineering and Construction Industry in the East Rand requires the services of a PROJECT ENGINEER as soon as possible.

Mission		To provide overall co-ordination and intergration of the engineering diciplines, together with providing the continuity from the design office through to commissioning, while achieving the contractual scope to specification.

KEY PERFORMANCE AREAS


KPA: 1	To know, understand, define, maintain and work to a project scope of work and general plant design criteria

1.1	Full understanding of Project Scope and technical requirements, specifications, battery limits and interfaces for all engineering disciplines

1.2	Enforce and reinforce full knowledge of scope and specifications

1.3	Provide input to the Project Execution plan (PEP), Quality Plan, SHE Plan, Work breakdown schedule (WBS), Client intergration plan etc.

1.4	In order to be able to execute this KPA ensure knowledge and understanding of commercial contract with the Client and with key suppliers.

1.5	Ensure application of experience gained in similar previous projects

1.6	Abide by the client specifications and Company standard procedures

KPA: 2	To create, maintain and work to a realistic and sufficiently detailed schedule for engineering work

2.1	Ensure that all disciplines draw up an agreed-upon programme

2.2	Ensure a series of meetings and discussions to include all engineering diciplines have input into the project plan

2.3	Ensure that the entire engineering team work towards the plan and contractual scope. This can be monitored through regular progress reports

2.4	Monitor Drawing Office progress. Ensure reasons for program slippage are adressed.

2.5	Ensure regular interaction between relevant parties

KPA: 3	To create, maintain and work to a realistic and detailed budget for engineering work

3.1	Obtain the original estimate for the Marketing department as starting basis

3.2	Build up the budget in conjunction with the Lead Engineers

3.3	Submit budget to Cost Engineer for budgeting process between Project Manager & Engineering team and obtain acceptance of the engineering budget

3.4	Provide input into the Cost Breakdown Schedule (CBS), Procurement Operation Plan (POP)

3.5	Modify budget by external and internal change orders

3.6	Obtain all relevant signatures and modify the budget accordingly after receiving approvals

3.7	Compare, monitor and ensure the actual expenses against the budget

3.8	Acquire resources as demanded by the plan

KPA: 4	To control flow of technical information to/from Client, discipline Lead Engineers, Site/Construction teams and ensure quick/effective communication and records

4.1	Ensure that all technical information regarding the project passes through the Project Engineer

4.2	Ensure that all relevant inbound and outbound information is correctly channeled and recorded. All documentation must be stored for safe record keeping

4.3	Ensure purchase requisition is complete and detailed. All relevant specifications and documentation is attached before signing off the purchase requisition

4.4	Ensure supplier requirements are clear. (including documentation requirements from suppliers)

KPA: 5	To organise adequate multi-discipline design reviews in time to minimise any abortive work

5.1	Ensure design of reviews during the project

5.2	Action the removal of obstacles to Engineering team progress

5.3	Ensure consistency of design with a uniform approach within the engineering diciplines.

5.4	Ensure technical evaluation of constructibility of the design

5.5	Ensure any recommendations that may occur from the review meetings are actioned

5.6	Ensure propper and complete Change Orders are generated

KPA: 6	To institute and finalise rapid and effective change control

5.1	Ensure knowledge and understanding of commercial contract with the client, with key suppliers and of the specifications is vital. From this knowledge and understanding P.E must make the decision when a change constitutes a claim or not.

5.2	Follow change control procedures wherever scope or specification deviations occur.

5.3	Ensure all required man-hours & DFC cost are included

5.4	Communicate this to to relevant disciplines and affected resources once a change order is signed and that DFC value is allocated correctly to the new budget.


KPA: 7	Site Involvement - Construction and Commissioning

5.1	Provide overall Project and construction co-ordination and integration with all contractors, suppliers and Client

5.2	Enforce scope, relevant specifications and procedures

5.3	Ensure all required material and equipment is on site in time for construction

5.4	Ensure redlined drawings are returned to the design office for ''As Built'' drawing finalisation

5.5	Ensure Construction manager has good scope knowlege to ensure efficient issuing of site instructions

5.6	Action the resolution of Engineering and technical queries which hamper construction progress.

5.7	Assist Commissioning Manager and arrange specialist technical input where required

5.8	Ensure plant performance to contractual requirements and continuous interfacing with sub- contractors and suppliers
