Bachelors Degree or Diploma in Procurement/Supply Chain Management or any other similar qualification (NQF Level 8) with plus 10 years’ experience.

The role is accountable and responsible for the management of the overall processes and systems used for the procurement and purchasing of goods and services in order to meet both the operational and corporate needs of the company. The role also includes accountability and responsibility for the management of the Stores.

Reports to: Chief Commercial and Logistics Officer.
Reporting, total staff compliment: 4
Job titles of direct reports: Rotable Controller, Mine Buyer (x 2) and Stores Supervisor.
Job dimensions/metrics:

  • Contribute to the development of the strategy and business plan of the procurement and stores functions.
  • Develop and maintain systems, processes and procedures used to manage and govern the procurement and stores functions.
  • Execute all procurement, purchasing and stores activities in line with all the relevant regulations, policies, procedures and industry best practices.
  • Manage compliance to the social and labour plan, Mining Charter, and all the other relevant legislative requirements.
  • Manage the performance of the procurement, purchasing and stores team to ensure that the business outcomes are achieved.

Job tasks:

1: Strategy and Business Plan Development
Develops the strategy and business plan for the procurement and stores functions through:

  • An analysis of the global trends on the procurement of goods and services.
  • An analysis of the company’s short-term, medium-term and long-term procurement needs.
  • An analysis of procurement and stores risks and implementing mitigation actions for the risks.
  • Translating global procurement trends, company needs, risk management actions and other prioritised actions into executable annual business plans aimed at improvement of the function.

2: Development and maintenance of processes to manage the procurement and stores functions
Develops and maintains processes for the procurement and stores function through:

  • Documenting and maintaining detailed process maps for key procurement and stores processes.
  • Documenting and maintaining standard operation procedures for procurement and stores functions.
  • Conducting bench-marking exercises that are aimed at improving the effectiveness of procurement and stores processes in line with best practices and standards.
  • Implementing a system and/or process for monitoring and reporting results.

3: Procurement and purchasing of goods and services
Procure and purchase goods and services through:

  • Developing a framework to determine if a business need will be met through insourcing or outsourcing.
  • Researching and sourcing of suppliers to provide the outsourced goods and services.
  • Ensuring, in collaboration with the Socio-Economic Development (SED) Manager, that there is an up to date vendor and supplier database to services the needs of the business.
  • Conducting competitive bidding processes as outlined within the internal policies and procedures.
  • Negotiate contracts as delegated by the Chief Commercial and Logistics Officer.
  • Managing the end-to-end purchasing process and the internal workflow system.
  • Managing the systems and processes for the receiving, storing and issuing of inventory.
  • Monitoring vendor / supplier performance in collaboration with the different of Heads of Department (HODs) and identifying improvement opportunities.
  • Ensuring compliance to all the regulatory requirements related to preferential procurement.

4: Compliance to Social & Labour Plan, Mining Charter, and all relevant legislative requirements
Compliance with all the procurement related legislative requirements through:

  • Developing and executing plans to ensure compliance with the social and labour plan.
  • Developing and executing plans to ensure compliance with the Mining Charter plan.
  • Maintaining relationships with industry peers and forums to ensure that the business stays on the pulse of changing legislation and regulations.

5: Vendor and contractor management
Ensure that there is an adequate supply of suitable vendors, by:

  • Collaborating with the SED Manager to source and register BEE compliant vendors who are able meet the business service level requirements.
  • Developing and implementing a contractor management process to ensure that contractors perform to their commitments.

6: People Management
Ensures ongoing effective management of staff and outsourced personnel, by:

  • Implementing established HR policies and practices.
  • Establishing effective communication processes to ensure understanding of and buy-in to the company’s goals and aspirations.
  • Implementing succession planning, performance management and skill and career development processes.

6: Relationship Management
Enhances the company’s competitive advantage and standing in the industry by managing the external relationship with local communities, statutory bodies, industry bodies and competitors.

7: General

  • Assists Finance with creditor management, by checking and releasing creditors payments.
  • Checking claims lodged by contractors (Mining, Road Haulage, Laboratory) and Transnet (rates finalised and purchase orders against invoices).
  • Equipment and systems.
  • Business process management system (workflow).
  • Vendor relationship management system.
  • Accpac/Sage 300.

Job Qualifications, Skills & Experience:

Bachelors Degree or Diploma in Procurement/Supply Chain Management or any other

similar qualification  (NQF Level 8) with plus 10 years’ experience.
