Project Lead (Data Driven Advocacy – 18 Months Contract - RHAP)

SUMMARY:
Background: 

• The Rural Healthy Advocacy Project (RHAP) is a division of WITS HEALTH CONSORTIUM that seeks to promote fair and equal access to quality healthcare for rural communities throughout South Africa
• RHAP identifies and supports health policy and financing strategies that address systemic disparities that disadvantage rural areas and vulnerable populations in the public health sector by partnering with government, civil society, healthcare providers, and communities across the country
• In the next decade, RHAP aims to influence the National Health Insurance Fund (NHI) and play a crucial role in the health system's reorganisation
• This is to ensure that all South Africans have access to quality healthcare, regardless of their socio-economic status or location

POSITION INFO:
Division: Rural Health Advocacy Project

Main purpose of the job:

• To drive advocacy to improve the country’s TB response by reducing deaths and infections
• A critical part of these advocacy efforts is the utilization of evidence- based data advocacy that can inform decision making

• Greenacres Office Park, Victoria Park, Randburg

• Design and lead RHAP’s data driven advocacy strategy aligned with organisational goals
• Oversee systems for collecting, managing, and analysing data relevant to rural health equity
• Build and maintain a centralised repository of health data profiles policy indicators, and analytic output

• Analyse public data sets, e.g. DHIS, TIER. Net, NHLS, PERs and government reports to identify health inequalities, service gaps, and resource allocation trends
• Lead the development of evidence briefs, infographics, databoards, and policy reports
• Translate complex data into compelling advocacy messages for different audiences (government, media, civil society)

• Collaborate with policy, research, and communications team to produce evidence- based advocacy content
• Present data insights to stakeholders including policymakers, parliament, and district health teams
• Support RHAP’s media engagement with data-informed narratives and talking points

• Work with the M&E team to track advocacy outcomes using a results- based framework
• Design and apply indicators to monitor changes in health policy, access and equity
• Document learnings and contribute to RHAP’s knowledge outputs

• Masters degree in Public Health, Epidemiology, Health Economics, Data Science, or related field

• Minimum of 5 years’ experience in data analysis, policy research, or strategic advocacy in health sector
• Demonstrated experience in data visualisation (Power BI, Tableau, or equivalent)

• Passionate about health equity and social justice
• Strong analytical and problem solving skills
• Excellent communication skills, both visual and written, with the ability to tailor insights for technical and non-technical audiences
• Ability to collaboratively in the multidisciplinary environment
• Self-motivated, organised, and capable of managing multiple priorities
• Strong command of health information systems and public datasets relevant to South Africa (e.g., DHIS)
• Excellent written English and verbal communication skills, STATSSA)
• Proven ability to produce policy relevant evidence and advocacy material
