Main purpose of the job:

  • To provide strategic development, oversight, program coordination, and overall management of the district-level implementation of the school-based HIV & GBV prevention program in order to ensure the delivery of outputs

Location:

  • Cape Town – Western Cape - The employee will be based in Cape Town and oversee the whole Free State (Lejawaputswa and Thabo Mofutsanyane)

Key performance areas:

  • Communicate, promote and support the implementation of the school-based HIV & GBV prevention program at the district, sub-district, and facility levels
  • Coordinating the development of District Implementation plans and other strategic program documents for effective implementation of the project
  • Conduct regular meetings with District Managers/Coordinator to ensure outputs are delivered and to review progress on the implementation plan
  • Provide program implementation guidance and support to District Leads and team members to ensure delivery of program activities according to timelines and budgets
  • Perform regular management audits of district offices to identify good practices and identify and address gaps
  • Implement appropriate program management processes to ensure delivery of Project components according to timelines and budgets with a specific focus on aspects of sustainability
  • Identify the needs of the program at a district level and obtain resources required
  • Develop program tools such as SOPs and technical guidelines
  • Coordinate and troubleshoot all program-related activities
  • Oversee the rollout of training plan covering relevant training for the district, including conducting Training of trainers where applicable
  • Work closely with the Capacity Building Manager to ensure that capacity building activities are implemented in the district
  • Participate in ongoing mentorship programs initiated by other WRHI stakeholders
  • Evaluate the effectiveness of training by obtaining feedback from stakeholders and/or relevant assessments
  • Review and monitor program budgets; identify areas of underspend and overspend risks
  • Support and monitor staff scale-up related to services demand creation, linkage to care, and DREAMS layering
  • Support administrative processes related to recruitment and retention at provincial and district personnel
  • Lead or coordinate the implementation of additional projects or requests for information emanating from USAID/PEPFAR at the district level
  • Report monthly on key achievements, challenges, and any anecdotal success stories
  • Coordinate and support the Wits RHI district teams, ensuring that communication between the team is optimal and that program activities are coordinated and leveraged
  • Ensure coordination of the Integrated School Health program (ISHP) activities at the provincial and district level
  • Ensure coordination across program streams, ISHP, NSSF, Safe School, PrEP, Community Services, and Linkage to care
  • Maintain close communication with the Wits RHI M&E team to ensure adequate and regular reporting and documenting lessons learned and success stories
  • Analyse sub-district data and monitor reach against the targets
  • Support the reporting process to the donor and DOH
  • Develop and effectively manage relationships with relevant Wits RHI structures
  • Contribute to the achievement of Wits RHI’s corporate goals and objectives
  • Develop and effectively manage relationships with external stakeholders including DBE, DOH, DSD, donors, and partners
  • Serve as a provincial representative of the schools' project/DREAMS on external forums / working groups in Western Cape and Free State Provinces
  • Coordinate program activities with external agencies such as public health, NGO partners, regulatory bodies, donor monitoring, and auditing agencies, and others as necessary
  • Supervise and manage line reporting in keeping with Wits RHI policies and procedures
  • Attend to all staffing requirements and administration
  • Supervise and manage the duties of supervisees to ensure optimal staff utilization and maintenance of sound labor relations
  • Perform and facilitate performance assessments
  • Identify substandard performance by team members and take necessary corrective action
  • Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organization
  • Promote harmony, teamwork, and sharing of information
  • Provide day-to-day support to all project staff
  • Take ownership and accountability for tasks and demonstrate effective self-management
  • Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
  • Maintain a positive attitude and respond openly to feedback
  • Take ownership for driving own career development by participating in ongoing training and development activities such as forums, conferences, policy setting workshops, etc.

Required minimum education and training:

  • Postgraduate degree or equivalent in Development Studies, Social Science, Public Health, Education, Management, or related fields
  • Understanding of CSE, the comprehensive SRH services including HIV and PrEP, child protection, Gender-Based Violence (GBV), and adolescent and youth-friendly services
  • Knowledge of ISHP & DBE Policy on HTS, STI & TB and DOH guidelines and policies
  • Understanding of mobile health service and monitoring PrEP implementation
  • Experience in working with SAG ministries (DBE, DSD, DOH) and other government departments
  • Experience with PEPFAR funded projects will be an added advantage
  • Excellent written and oral communication skills in English, including report writing and presentation skills
  • Able and willing to work flexible hours as needed and without constant or close supervision
  • Demonstrated leadership and team-building skills

Required minimum work experience:

  • At least 5-7 Years of experience working in Health, HIV/AIDS, and youth programs
  • Demonstrated role in strengthening coordination and facilitating project implementation
  • Understanding of the school health provision and experience in working with government departments on a Technical Assistant or advisory capacity
  • Stakeholder engagement and management

  • Able to exercise discretion, high levels of initiative, and decision-making in consultation with the line manager
  • Self-motivated, able to work independently and work as part of a multidisciplinary team

  • Ability to manage and lead a team
  • The environment may at times be busy, noisy and need excellent organizational, time, and stress management skills to complete the required tasks
  • Able and willing to work flexible hours as needed and without constant or close supervision
  • Must be a South African national or permanent resident with fluency in English and in at least one local indigenous South African language
  • Must have a valid South African driver’s license and be willing to travel to other provinces
