SENIOR ADVISOR MUNICIPAL TREASURY ADVISORY –VACANCY

ROLE OVERVIEW

Reporting to the Specialist: Municipal Audit Support Programme, the incumbent will be required to implement effective and appropriate strategies and programmes in support of the improvement of Municipal Audit outcomes; and To render advice, guidance and support to municipalities in respect of treasury services, such as cash management, revenue management, expenditure management, investment management, asset management, financial risk management, GRAP Reporting, financial reforms and efficient treasury operations, ultimately ensuring improved financial performance and audit outcomes

THE CANDIDATE PROFILE

• Sector Knowledge and a sound understanding of the policy, legislative and regulatory frameworks governing the sector; and in particular those applying to the Local Government Sector and the organisation.
• Sound track-record and experience in a local government finance essential.
• Proven knowledge of the MFMA and other relevant local government finance legislation.
• Ability to work and manage in a multidisciplinary environment.
• Strong analytical ability coupled with sound problem-solving skills; and
• Strong initiative and well-rounded implementer and driver of multi-disciplinary programmes that have an intended turnaround dimension.

QUALIFICATIONS AND EXPERIENCE

• Relevant Post-graduate qualification at Hons level
• Valid Driver’s Licence and frequent travelling
• At least 7 years’ relevant experience of which at least 3 years have been at an equivalent level within a medium to large sized organisation;
• Demonstrates a sound understanding of the Local Government Sector
• Sound track-record and experience in a local government finance essential
