POSITION INFO:

ROLE OVERVIEW:


Reporting to the Portfolio Head: Human Capital & Corporate Services, the incumbent will provide a professional Human Resources service, managing human resources information systems and analytics to ensure the organisation has the correct information to make decisions. Provide advisory service on managing remuneration & benefits in a way that positions the organisation to attract and retain best talent.

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS:


Remuneration and Benefit:

Develop a remuneration strategy that will enable the company to attract and retain the caliber of employees that is required for the implementation of company’s mandate within the Local Government sphere, form a total reward perspective. Conduct remuneration surveys and recommend changes to salary structures and fringe benefits. Monitor changes in laws concerning remuneration and benefits; and implement any necessary adjustments. Initiate benefits campaigns to run throughout the organisation as part of benefits awareness. Oversee the salaries and benefits of permanent, fixed term and temporary employees in line with company policies. Ensures the compensation for each job is fair, equitable and competitive with similar jobs in the demographic area through internal parity and benchmarking. Drive the salary increases and bonus payments process.

HR Information System:

Manage the deployment of HR systems in line with approved business case. Provides technical support, troubleshooting, and guidance to employees. Support management on structural policy matters related to the HRIS. Work alongside the IT department to perform regular assessments and improvements to the HRIS. Map HR business related processes with IT when required to support smooth running of systems. Oversee all system upgrades and system additions in partnership with the Information Technology (IT) department. Ensure all HR-related systems are compliant with data protection laws. Drive, monitor and update all systems related projects. Provide regular HRIS refresher courses where required.


Human Capital Analytics:

Mapping of Human Capital processes, process performance measurement and reporting, productivity metrics and continuous improvement. Ensure processing of employee data, producing HR-related reports and compliance with relevant regulations. Provide analytics related to HR functions like recruitment, talent management, employee engagement, performance and retention to ensure better decision making in all these areas. Assist in the development of a data-driven HR in the organization. Compile statistical reports concerning employee related data as per quarterly report on a monthly, quarterly and annual basis.

QUALIFICATIONS AND EXPERIENCE:

  • HR Related Degree
  • A relevant post graduate qualification with at Honours level would be an advantage
  • 10 years’ experience in Human Resources, which should include specialising in Remuneration and Benefits, HR information systems and Analytics
  • At least 5 years have been at an equivalent level within a medium to large sized organisation;
  • Sound understanding of the Local Government Sector will be an advantage
  • Registration with a professional body will be an advantage
  • Shared Services experience will be an advantage
  • Valid Driver’s License
