A Technical Advisor - Key Populations Programme (Sex Workers and Transgender) vacancy is available at our Client, Wits Health Consortium's Reproductive Health and HIV Institute (RHI) in Parktown - Johannesburg.

Background

The Wits Reproductive Health and HIV Institute (Wits RHI) is a renowned African-led research institute that seeks solutions to Africa’s health challenges.

It is located within the University of the Witwatersrand and addresses some of the greatest public health concerns affecting our region, including HIV and its related problems, sexual and reproductive health and vaccinology. This is done through pioneering, multi-disciplinary research; responsive technical support and innovation in health services; and evidence-based policy development and advocacy with national, regional and global stakeholders.

Main purpose of the job

  • To provide strategic and technical direction to the Key Populations monitoring and evaluation strategy in line with programme and organizational objectives and guide data utilization for research and policy outcomes

Key performance areas

  • Develop M&E strategy and plans within national and/or donor guidelines
  • Oversee activities of the Key Populations PrEP and Care & Treatment monitoring, compliance and reporting portfolio
  • Provide guidance towards appropriate collection and reporting of routine district output data and data management
  • Provide M&E technical assistance, as required to Key Populations Programme projects
  • Identify and implement efficiencies in data collection, compilation, review, reporting, feedback and action plans
  • Enhance internal and external capacity for Key Populations Programme district teams
  • Identify opportunities for, and conduct M&E-related operations research at sites/ projects supported by the Key Populations Programme
  • Where applicable, write grant proposals, protocols and ethics applications to fund relevant research
  • Undertake research design, implementation, analysis and dissemination
  • Ensure appropriate and timely communication/ feedback of research findings to stakeholders
  • Produce publications and/or reports relating to research
  • Support documentation of good practice
  • Produce abstracts and conference presentations
  • Contribute to the compilation of non-research related reports
  • Attend to all M&E staffing requirements and administration for the national team of 30 individuals
  • Serve as point of contact for M&E for stakeholders, donors and internally where appropriate
  • Provide M&E support for RFAs (when applicable)
  • Contribute to the preparation for donor evaluations/ audits of the Key Populations Programme

Required minimum education and training

  • Master’s degree in an appropriate discipline
  • Qualification or training in monitoring and evaluation systems or health management information systems
  • Proficiency in Microsoft Office suite and data analysis packages

Desirable additional education, work experience and personal abilities

  • Understanding of the challenges facing Key Populations in the health context
  • Previous experience in Sexual Reproductive Health (SRH) services and ART adherence support
  • Experience working with donor-driven programmes, writing M&E plans, work plans and protocols, and providing training/capacity building
  • Demonstrated leadership, management and change management experience, including the ability to manage a diverse team
  • Positive, energetic team leader with an ability to adapt to complex situations, manage stress, deliver goals pro-actively
  • Organized with a thorough and accurate approach to work, attention to detail
  • Excellent communication skills (verbal and written)
  • Advanced Microsoft Office skills

Required minimum work experience

  • Minimum 8 years of senior management experience of complex projects
  • Minimum 5 years of leading monitoring and evaluation components of projects (strategy and implementation)
  • Demonstrated experience improving health data collection, analysis, dissemination, and use in decision making
  • Programming
