SUMMARY:

Our client, one of the largest international oil and gas organisations, is seeking a Utilities Planning engineer who is recognized as an expert in the Industrial and Municipal Non-Electric Utilities Planning with extensive experience in the oil and gas industry, to work with the Automation & Power Facilities Planning Division.

POSITION INFO:
A&PFPD comprises the Information Technology Group, Process Automation Group, Power Group, Utilities Group, and the Investment and Master Planning group. A&PFPD’s responsibilities include coordination and planning of communications and IT systems and new facilities, process control systems, electrical facilities, and non-electric utilities for all Business Lines. The activities of A&PFPD include developing Investment Plans, Master Plans, and DBSPs, conducting studies; identifying and assessing new investment opportunities; enhancing the economic performance of existing process automation systems, IT, power systems, as well as non-electric utility systems; and developing feasible alternatives for individual capital projects. The Utilities Group is responsible for coordinating planning for the non-electric utility systems across all Industrial Facilities and Residential Communities and providing the required support for all capital projects requiring industrial and municipal non-electric utility scope.

Minimum Requirements

  • Bachelor’s degree or Master’s degree in Chemical Engineering, Civil (majoring in environment, water, wastewater), or Mechanical Engineering. A Certified Automation Professional (CAP), Professional Engineer (P.E.) or Chartered Engineer (C.Eng.) license or registration would be desirable but is not essential.
  • A minimum of ten (10) years of professional experience, including at least ten (10) years as a specialist in non-electric industrial and municipal utility systems including the generation, treatment, distribution, collection, disposal and/or reuse of water (utility, potable, process, boiler feed, firewater), steam system, steam condensate, air (plant, instrumentation, and process) sewage (industrial and sanitary), and HVAC systems.
  • In addition, the successful candidate must also have expertise in lifecycle management, scope development, design, commissioning and installation, as well as experience in developing strategies and feasibility studies for the development, upgrade, or replacement of such utility systems as part of endorsed lifecycle management strategy.
  • Experience in performing economic evaluations and feasibility studies and preparing requests for budgetary approvals.
  • A thorough knowledge of engineering practices and economic principles, calculation methods, design details, U.S., Standards and Specifications.
  • Must be able to demonstrate the ability for technical writing and delivery of technical presentations to Corporate Management.
Duties & Responsibilities
  • Assisting in the technical development and economic justification of Capital Programs and Budgets, including long range engineering studies.
  • Develop alternatives to proposed capital projects.
  • Conduct feasibility engineering studies with emphasis on technical and economic justification.
  • Prepare written project justifications for presentation to Corporate Management.
  • Prepare Design Basis Scoping Papers which are the basis for project proposals.
  • Perform system and economic evaluations of existing and potential new facilities.
  • Review project proposals with Project Management to ensure economic design and conformance with Design Basis Scope Papers.
  • Prepare Expenditure Requests to obtain project funding.
  • Prepare and make presentations to Corporate Management on non-electric utilities.
  • Provide full-time consultation to management and other organizations on utility system issues.
  • Mentor future Facilities Planning engineers and specialists for future development to Facility Planning positions.
