JOB SUMMARY:
Responsible for assisting the accounting authority in discharging the duties prescribed in Part 2 of Chapter 6 of the PFMA.

B Com majoring in Accounting and completed Articles

REQUIRED MIN WORK EXPERIENCE

10 to 12 years commercial or public sector financial/accounting experience of which 5 to 7 has been at senior management level, SAP experience


DESCRIPTION OF RESPONSIBILITIES

Financial Planning, Budgeting and Shareholder Compact

  • Analyses and presents financial and related data for planning purposes, leading to the development and ongoing modification of a Financial Plan for Tourism KZN as part of the overall Strategic Planning process
  • Prepares submission (corporate and financial plans) to obtain Provincial funding for Tourism KZN
  • Coordinates the preparation of the Shareholder’s Compact
  • Develops structures, procedures and formulae for the determining of resource allocation to activity centres and programmes
  • Ensures that the financial code structure is maintained and controlled in a manner that will enable the preparation and recording of valid, accurate & timely financial statements and accounts
  • Provides direction in the preparation of Tourism KZN’s annual revenue & expenditure budget
  • Provides direction in the preparation of Tourism KZN’s annual capital budget, including financing strategies
  • Coordinates the preparation of Tourism KZN’s medium-term (three year) financial plan and capital expenditure programme
  • Supervise the review and modification of the budgets in the light of changing resource projections
  • Ensures the accurate and timely setting of budget allocations in Tourism KZN’s accounting system
  • Ensures that appropriate controls and expenditure limits are established
Financial Policy Review and Development

  • Advises the Chief Executive Officer (“CEO”) and other members of Executive Management on matters relating to Tourism KZN financial policy and strategy. Ensures that all relevant financial information is made available to the CEO, Executive Management and the Finance, Audit and Risk Committees
  • Ensures that accounting policies and practices accord with the requirements as laid down by the Accounting Standards Board
  • Develops a framework for acceptable levels of materiality and significance of the accounting authority
  • Ensures the development, operation and maintenance of effective and efficient financial systems and procedures, including the establishment of adequate internal control measures to safeguard all assets of Tourism KZN and to ensure the reliability of its accounting records
  • Responsible for the regular review and update of existing financial policies and procedures.
  • Responsible for communication and implementation of agreed policies, practices and systems

Financial Accounting & Statutory Reporting

  • Responsible for the preparation and consolidation of the year-end financial statements for submission to the Board and for inclusion in the Annual Report.
  • Ensures the valid, accurate & timely preparation of Tourism KZN’s income and expenditure statements including the reconciliation of grant income, investment income, staff compensation expenditure and other expenditure, such as supplies & services (operational) expenditure to the financial ledger.
  • Ensure the required disclosures (remuneration and actual performance against indicators) are included in the AFS
  • Ensures the timely and accurate compilation of reports & financial analyses for submission to the Board and Audit Committee
  • Assists the CEO and the Board with the statutory audit

Management Accounting & Reporting

  • Responsible for producing valid, accurate and timely consolidated management accounts and reports in respect of the Tourism KZN as a whole.
  • Ensures the development, operation and maintenance of effective and efficient management accounting & reporting systems and procedures in respect of the Tourism KZN Departments and programmes
  • Establishes the framework to monitor expenditure of the Departments against their approved budgets and advises accordingly.
  • Establishes adequate internal control measures to safeguard all assets of Tourism KZN
Cash, Banking & Investment Management
  • Cash Flow:
    • Coordinates the production of detailed cash flow analyses for the forthcoming financial year
    • Conducts regular assessments of Tourism KZN’s forecast cash flow position and takes appropriate action to ensure the entity’s ongoing liquidity
    • Reviews the detailed daily cash flow reports and effects fund transfers between investment (call/deposit) and current accounts in order to optimise the return on funds under administration
  • Banking:
    • Administers Tourism KZN’s banking
    • Prompt revenue collection and banking
    • monthly bank reconciliations
    • Investing surplus cash
  • Investments:
    • In conjunction with the CEO, develops the short and medium term investment policy and strategy and oversees the investment and administration of all funds under the Tourism KZN’s management in accordance with the PFMA and Treasury Regulations
    • Discloses and reports on the performance of TKZN’s investments to the Board
Special Projects and Grant funding
  • Manages the budgetary setting process for all “ring-fenced” special projects and programmes
  • Manages the correct allocation of grants to each project and ensures that all expenditure items, including disbursement transactions, are correctly authorised and allocated
  • Ensures all special projects reconciliations are completed and financial statements prepared
  • Prepares audited financial statements for submission to funders/donors, regulators and other stakeholder bodies
Leadership & Coordination of Finance Operations
  • Directs the activities, programmes and projects undertaken by Financial Department and ensures their effective co-ordination.
  • Ensures an integrated and cohesive approach to all activities through effective teamwork.
  • Sets standards for individual and overall performance and takes steps to ensure it operates as a high performance and effective team.
  • Monitors and provides regular feedback on individual performance and takes appropriate action where necessary.
  • Responsible for the efficient and effective operation of all computer-based financial systems and processes with a view to providing the optimal level of financial management information and ongoing review and improvement of such systems
  • Responsible for the correct interpretation and application of the provisions of tax legislation as they affect the financial affairs of Tourism KZN
  • Responsible for the accuracy and integrity of the salary payroll and authorising the disbursement of staff benefits.
  • Responsible for ensuring that appropriate insurance cover exists to safeguard the assets and activities of TKZN and for reviewing the adequacy of this cover
  • In conjunction with the CEO, is responsible for authorising lease agreement on behalf of Tourism KZN
  • Responsible for the effective administration of all TKZN leases in accordance with the PFMA and Treasury Regulations
Procurement and Asset Management

  • Oversee the development of appropriate policies related to supply chain management in compliance with the statutory requirements
  • Initiate and oversee improvement in procurement planning and operational infrastructure
  • Implement strategies for achieving BEE procurement
  • Responsible for the application of efficient and cost effective Purchasing Policies and Procedures with regard to the procurement of goods and services
  • Responsible for the accuracy and integrity of all authorisation and processing procedures associated with the disbursement of funds for consumable expenditure and equipment purchases
  • Responsible for the accurate recording and control of all moveable assets in terms of prescribed policy and procedures

Risk, Governance & Legal Management

  • Pro-actively keeps up-to-date and ensures compliance with corporate governance and statutory requirements e.g. IFRS, PMFA, King IV, VAT & Taxation Act, and Treasury Regulations
  • Ensures the establishment of adequate internal control measures to safeguard the assets of Tourism KZN and ensure the reliability of its accounting records.
  • Ensures compliance with established internal control procedures and authority levels.
  • Implements controls and procedures to ensure compliance with corporate governance and statutory requirements.
  • Ensures that the quality of financial reporting is in keeping with PFMA and Treasury standards.
  • Anticipates potential problem areas in respect of exposure to enterprise risk and advises on appropriate corrective action
  • Coordination of TKZN’s legal matters
Human Resources Management

Provides overall oversight and direction to the HR function including:

  • HR planning and provisioning
  • Recruitment and placement
  • Induction and career management
  • Training and development
  • HR administration (i.e. conditions of service, remuneration structures, record keeping, settlement of disputes, advisory services, performance assessments)
  • HR policy and procedure development
  • Continuous improvement initiatives
  • Statutory compliance
  • Organisation transformation initiatives
  • Custodian of all labour relations issues, such as management of disciplinary actions, management of grievances and representing the organisation at the CCMA

Information Technology and Systems Management

  • Oversees the alignment of the IT systems with the organisational strategy
  • Promotes effective management use of information and IT infrastructure as a strategic resource
  • Oversees the development of IT policies and related security mechanism
  • Oversees the management of Service Level Agreements (SLAs) with external service providers
  • Initiates and oversees improvements of IT operational infrastructure
