POSITION INFO:

JOB PUPROSE

The Chief Financial Officer (CFO) as an executive director, is responsible for both operational and strategic financial aspects of the company. He/ she specifically provides oversight to the Finance function and reports to the CEO with whom he/she sets targets about strategic and tactical financial matters including budget management, cost benefit analysis, forecasting needs and securing of new funding. She/he will also have a dotted reporting line to the Board. The Executive Director appointment is subject to the Executive Authority approval.

JOB OUTCOMES

• Oversee long-term budgetary planning, forecasting and cost management in line with the Client’s strategic plan derived from the Medium-Term Strategic Framework (MTSF)
• Contribute to the Client’s business strategy and ensure financial objectives are aligned across the respective divisions.
• Establish and maintain effective and consistent financial management systems, policies, standards, and reporting requirements.
• Act as a centre of excellence on key corporate areas of finance strategy, investment, treasury, decision support, financial risk, value, and impact management
• Assume a leading role in managing operational risks, beyond the traditional financial, accounting, and regulatory compliance.
• Effective partner to the CEO, with influence with other divisional heads, with respect to managing financial objectives of the organisation.
• Effective communicator at Board and Board subcommittees, investor community, other external and critical stakeholders
• Ensure adequate controls are established and maintained to ensure clean audits.
• Oversee all supply chain related activities in compliance with National Treasury guidelines
• Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee all government related programs.
• Compliance to the relevant regulatory framework

Minimum Required Education and Experience

• B Com Honours, CA (SA), Minimum 8- 10 years’ experience in Senior financial management roles
• Understanding and experience of Housing Finance
• Understanding and experience in medium to large scale project management (including Finance and Housing Finance)
• Understanding and experience of good practice procurement
• Well-developed understanding of government financial management processes and expectations
• Proven experience and credibility as CFO, in a DFI type organisation or Banking institutions
• Fund raising experience, including Debt and capital markets.
