Civil and Infrastructure Facilities Planning Engineer

SUMMARY:

Our client, one of the largest international oil and gas organisations, is seeking a Facilities Planning Specialist to join the Infrastructure Facilities Planning Division of Facilities Planning Department.

POSITION INFO:
The Facilities Planning Specialist primary role is to direct the planning, technical studies, study of alternatives, process development, and economic justification in relation to infrastructure projects of Capital Program. The role includes preparing Design Scoping Papers to define capital projects covering industrial support and community developments and projects, as well as providing technical consultation to Operating Organizations, Engineering and Project Management.

Minimum Requirements

• Bachelor’s degree in Civil Engineering from a recognized and approved program with a preference for a Master of Science degree related to Civil Engineering.
• A minimum of (10) years’ experience in infrastructure projects, related to industry, urban or governmental sectors, including at least 5 years of planning work in your main technical field.
• Participation in post-graduate technical seminars and course work on own initiative related to your technical specialty, and achieved recognition through activities on committees of professional societies or participation in University sponsored programs.
• Previous experience in performing economic evaluations and feasibility studies and preparing requests for budgetary approvals.
• Knowledge in Project Management and Operational problems, and their relationship to long range planning of facilities and associated economics. In addition to, engineering practices and economic principles, calculation methods, design details, U.S., Standards and Specifications.
• Recognition as a planning expert in your technical field based on proven ability to handle complex issues in a rigorous and analytical approach.
• Able to work with minimum supervision on relatively unstructured tasks. Must have the demonstrated ability to produce top quality written and oral reports.

• Work with consultants, proponents and management to establish the criteria for project design, which results in the most economical expenditure of funds, considering acceptable design practices, efficient land management, project objectives and capital funding versus future O&M expenditures.
• Provide technical planning support to assigned organizations.
• Conduct and manage community master plans and land use studies addressing corporate future growth areas including support facilities requirements.
• Prepare scoping papers to define capital projects on urban and support facilities.
• Prepare and makes presentations to Corporate Management.
• Function as FPD expert on the operating systems.
• Provide engineering and staff support to FPD and other organizations.
• Coordinates and directs work of assigned engineers.
• Maintain frequent contacts with Business Line representatives, Project Management personnel as well as other Facilities Planning and/or Engineering Specialists/Consultants to assure coordination of activities with those involved in other organizational activities and projects.
• Mentor the training of future Facilities Planning Specialists.
