Remuneration Package: Up to R1 million per annum, commensurate with experience and qualifications

Our client in the public water sector is seeking a seasoned Demand Specialist Manager to lead strategic procurement planning, market analysis, and demand forecasting within the Supply Chain Management (SCM) unit. This is a high-impact role based at the Head Office in Polokwane, reporting directly to the SCM Manager.

Primary Purpose

To manage demand planning and procurement strategy in alignment with SCM policies and procedures, ensuring legislative compliance and supporting the organisation’s operational and strategic goals.

Key Responsibilities

You will be accountable for:

• Conducting needs assessments and categorizing commodities
• Compiling procurement plans for operational and capital budgets (above R1 million or as per National Treasury guidelines)
• Reviewing specifications for legislative compliance
• Performing market analysis and price benchmarking
• Maintaining commodity price lists for acquisition benchmarking
• Advising on sourcing strategies and procurement methods
• Monitoring and reporting on procurement plan performance
• Supporting bid and quotation processes
• Supervising demand-related SCM staff
• Ensuring compliance with PFMA, PPPFA, and BBBEE legislation
• Implementing and reporting on risk and audit action plans
• Adhering to HR policies, including performance management and training

Knowledge & Skills

We’re looking for a candidate with:

• In-depth knowledge of SCM frameworks (PFMA, PPPFA, BBBEE)
• Experience with SAP and ERP systems
• Strong market analysis and commodity research capabilities

Complexity & Problem Solving

This role requires advanced analytical and planning skills to align procurement needs with market conditions, budget constraints, and strategic priorities.
