JOB DESCRIPTION:

Main Job Objectives

The Division of Facilities and Infrastructure is responsible for the strategic planning, operational management and maintenance of all University physical infrastructure, facilities, and related services. The role of the Director is to provide vision, leadership, and overall strategic direction, in line with the strategic plan, mission and vision of the institution, in the development, management and maintenance of the University infrastructure and facilities (including residences) in order to support the institution’s core functions, learning and teaching, research and community engagement.

Key Performance Areas

Strategic, Physical Infrastructure, Space and Planning Responsibilities

  • Lead the development and implementation of appropriate strategies, policies, procedures, protocols, and guidelines as regards the development, management and maintenance of the entire institution’s physical infrastructure
  • Lead the process of developing a campus Master Plan that supports the institution’s strategic goals and growth targets
  • Take overall responsibility for all infrastructure support including a campus spatial development plan for infrastructure and the built environment, driving processes around new infrastructure and optimal and effective space management and utilisation and environmental sustainability
  • Take accountability for processes of planning and construction of the institution’s physical infrastructure through the Major Projects Committee
  • Take responsibility for all necessary physical infrastructure repairs, renovations and refurbishments and ensure that these are done in an efficient and timely manner
  • Take a lead, through consultation with relevant sections of the institution, in formulating appropriate responses to the Department of Higher Education, & Training’s calls for Infrastructure and Efficiency funding
  • Overall responsibility for developing and drafting funding submissions to the primary government funding agencies and departments for infrastructure and capital projects. In addition, overall responsibility for the preparation of proposals in support of advancement of infrastructure
  • Ensure that physical infrastructure design and construction adheres to the principles of sustainability
  • Contribute to the budgeting process regarding the maintenance (backlog and ad-hoc), renovation and rehabilitation of facilities and infrastructure and for capital projects

Resourcing and Leadership of the Division including Operational Efficiencies and Productivity

  • Lead and Motivate for appropriate resourcing of the Division via the CFO (staff, budget, facilities, equipment etc.) given the processes and structures of the institution and ensuring efficient use of resources
  • Lead and Organise the activities and services of the Division in terms of resourcing provided by the institution
  • Lead and ensure the provision of a quality service by the Division including the evaluation of the services of the Division
  • Lead and ensure that there are appropriate structures and processes in place to provide the necessary service and there is coordination and integration of the different structures/processes/jobs within the Division
  • Lead and ensure that appropriate targets/goals are set for the work of the Division and for staff of the Division
  • Monitoring of performance of individuals and that of the Division against these targets
  • Formulate appropriate performance management of the direct reports including the:
    • Selection of these staff
    • Induction and training of these staff
    • Motivation and recognition of staff
    • Managing of performance including disciplining of staff who are not performing
    • Championing and support the transformation of the institution and where relevant, driving such transformation processes and initiatives within the Division

Institutional Facilities

  • Take overall responsibility for the development and implementation of appropriate policies, protocols, guidelines and the strategies as regards the provision, management and maintenance of the institution’s facilities
  • Conceptualise the administrative processes and systems needed to support the service provision of the Division and drive the efficient use of Job Requirements

    Education and Experience

    At least an appropriate Degree (post graduate qualification would be an advantage) in Engineering, Infrastructure Development (Built Environment) or equivalent and approximately 10 years’ relevant experience where such experience includes:

    • A sound track record of working collaboratively at the senior management level where this experience included strategic management, staff management, project management, financial and budget management and resource management
    • Proven track record of successful development and implementation of strategy
    • Experience in strategic and operational planning and execution
    • Strong financial management skills
    • Excellent track record in managing large and complex infrastructure projects
    • Demonstrate an understanding and knowledge of the operational requirements for a residential university
    • Sound knowledge of governance, legislation, reporting standards and best practice trends in infrastructure development and management
    • Experience in a higher education environment and an understanding of its challenges would be an advantage
