Estate General Manager
POSITION INFO:
Reporting to: The Chairperson of the Board

Qualifications and Knowledge
· Financial management or general management degree or equivalent level
· Technical Facilities Management or Business Management or Masters in Business Administration will be an advantage
· Knowledge of disciplinary and grievance procedures
· Knowledge of organisational design and development
· Knowledge of performance management
Experience
· At least five (5) years of senior level experience in general facilities management including managing a residential Estate or Estates
· Experience in dealing and managing crises situations
· Experience in thinking strategically while being able to act at operational level

KEY PERFORMANCE AREAS AND OBJECTIVES
Operational Management
· Overseeing daily business operations
· Aware of all aspects of up-to-date status of service delivery within the Estate
including Security, Facilities, Aesthetics, Health and Safety and Communication.
· Managing senior staff. Convenes regular management meetings and ensures staff wellness
· Monitors the quality of service delivery by managers and enforces performance in accordance with agreed standards
· Investigating and introducing forms, tools, templates, systems and processes to improve performance
· Ensuring the integrity of record keeping and filing and maintaining detailed asset registers
· Engaging with all stakeholders including local SAPS and all relevant departments of Tshwane Metropolitan Council
· Ensuring that regular communication within the estate is achieved
· Advertising and promoting the reputation of the Estate
· Assisting in setting and enforcing performance standards and SLAs for contractors
· Monitoring the quality of service delivery by service providers and enforcing
performance in accordance with agreed standards
· Encouraging constant improvements in service delivery through better systems, controls and ways of working
· Researching and identifying opportunities for the betterment of the Estate
Human Resource Management
· Ensures that the various functional structures are clearly defined and that individual managers and staff are informed about the requirements of their jobs
· Recruits, develops, trains, rewards and retains a competent Management team in all key functions
· Evaluating performance and productivity
· Develops and promulgates HR policies and procedures for implementation
· Monitors and promotes healthy work relationships
· Ensures that all Managers have clear goals and that their performance is managed in terms thereof
· Ensures compliance with all HR related legislative and regulatory requirements
· Ensures that any disciplinary and poor performance issues are dealt with promptly, fairly and in accordance with labour Legislation and estate rules and procedures
Governance, Compliance and Risk
· Ensures that all estate policies, procedures and practices comply with legal and environmental requirements as well as with estate rules
· Ensures that adequate policies are in place to guide residents, staff and contractors
· Monitors that the various structures and constitutions comply with Company law and with any other statutory requirements
· Ensuring that laws, statutory regulations and Estate rules are adhered to and that there are penalties defined for transgressions
· Ensures that the relevant parties comply with the Occupational Health and safety (OHS) legislation and regulations
· Provides guidance to all stakeholders on Corporate Governance
· Ensuring that all developments or improvements on the Estate enhance value and comply with the relevant regulations
· Conducting a structured risk analysis and institutes appropriate action to prevent risk factors or minimise the potential consequences
· Reporting all significant risk factors to the Board and obtaining approval for action or reports on preventive action already instituted
· Monitoring the integrity of data, records and the security of technology systems
Financials and Administration
· Delegates responsibility for approved functional budgets as applicable and
monitors performance against budgeted parameters
· Liaises with the Managing Agent and the Board Finance Director in relation to
invoicing and financial reporting
· Submits monthly and annual analysis and reports to the Board
· Analysing accounting and financial data
· Recommending improvements in the management of finances and implementing corrective action for out of budget expenditure or ad hoc proposals
· Coordinating the preparation of annual budgets and submitting them to the Board for approval
· Coordinating with the Managing Agent and the Chairperson of the Board in the preparation of the agenda and documentations for Board meetings
· Contributing to all decision making and making representations on behalf of the management team and areas of responsibility
· Ensuring that secretarial support is provided for Board meetings
· Ensuring that Board meetings minutes are distributed in time and actions are
followed up
· Preparing comprehensive and regular reports and giving presentations to the
Board
Planning and Strategy Implementation
· Participates in setting the vision and strategic direction for the HOA
· Accepts the strategic priorities from the Board and participate in developing annual goals for implementation
· Delegates the relevant goals to the various management functions and develops written measurable delivery targets/goals for the managers
· Monitors ongoing performance against the agreed targets and goals and institutes remedial action as appropriate
· Provides guidance and support to function managers in terms of delivery on their goals
· Consults and recommends tools, systems process to improve performance
· Calls for action on performance failures.
· Assesses existing systems and develops revised or new fit-for-purpose systems
