SUMMARY:
Purpose of the Role
To lead and expand a high-impact unit responsible for Public-Private Partnership (PPP) advisory, strategic programme implementation, facilities management optimisation, and lifecycle-based asset planning. The role ensures that all soft infrastructure and compliance-driven programmes are delivered effectively while driving business development, client satisfaction, and thought leadership in the infrastructure advisory space.
POSITION INFO:
Key Responsibilities
1. Public-Private Partnership (PPP) Advisory
Provide end-to-end advisory services across the PPP lifecycle, including Independent Certifier (IC), Independent Monitoring Consultant (IMC), and Independent Facilities Management Consultant (IFMC) roles
Interpret PPP agreements (including PPPA, OSCA, and service level obligations) and ensure operational compliance across technical and FM-related services
Guide government or private-sector clients through PPP frameworks, transition planning, and contractor oversight
2. Strategic Programme Management
Lead the design and delivery of multi-year, cross-functional programmes such as:
Infrastructure Asset Management (IAM)
FM Transformation and Strategic Outsourcing
Operational compliance upgrades and change initiatives
Oversee programme governance, stakeholder engagement, and benefit realisation.
3. Asset Lifecycle Planning and Optimisation
Direct long-term planning for facilities and infrastructure assets using lifecycle cost analysis, condition assessments, and performance data.
Collaborate with technical teams to develop capital maintenance and replacement plans.
Integrate asset intelligence into client decision-making frameworks.
4. Soft Infrastructure Projects
Design and implement organisational infrastructure projects related to systems, people, policies, or performance. especially in the FM, OHSE, and compliance areas.
Champion innovation in facilities governance, performance monitoring, and compliance reporting.
5. Facilities Management Improvement Projects
Conduct FM assessments, performance audits, and operating model reviews.
Provide advisory support for FM outsourcing strategies, service level benchmarking, and continuous improvement.
Support clients in managing service provider performance and regulatory obligations.
6. Business Development & Strategic Growth
Identify and pursue new business opportunities across the public and private sectors.
Lead proposal development, pitch presentations, and strategic partnerships.
Position Afroteq as a leader in infrastructure advisory and FM performance improvement services.
It should be noted that, for operational reasons, it may be necessary to perform tasks other than those described herein from time to time.
Prescribed procedures may be amended by management as and when required
Key Skills and Experience
Bachelor’s Degree in Engineering, Built Environment, Public Administration, or Facilities Management. (Essential)
Postgraduate qualification in Project/Programme Management, Asset Management, or Public Sector Infrastructure preferred will be an added advantage.
Minimum 10 years’ relevant experience, including 5 years in a senior advisory or programme management role. (Essential)
Proven track record in managing PPPs, asset management programmes, or strategic infrastructure initiatives. (Preferred)
Deep understanding of PPP legislation, FM operations, and asset lifecycle principles. (Preferred)

Growth in advisory project portfolio and PPP
Programme delivery: scope, timeline, quality, and benefit realisation
Asset management plans delivered and implemented
Client satisfaction and contract renewals
FM performance improvements achieved through advisory
Revenue and margin growth for the unit

Additional Responsibilities and Skills
Have the ability to take on additional responsibilities. Incorporate the current and additional clients into existing processes and make effective decisions at strategic, technical and operational levels as and when that may be required.
