SUMMARY:

Our client, one of the largest international oil and gas organisations, is seeking an experienced Instrumentation Engineer to join their Project Management team (PMT).

POSITION INFO:
Instrumentation Engineer primary role is to provide technical expertise for the specification, design, purchase, installation and commissioning of instrument and electrical systems, including low, medium and high voltage electrical systems, electronic and pneumatic instrumentation, control systems, field instrumentation, analyzers and emergency shutdown systems.

Minimum Requirements

  • As the successful candidate you will hold a Bachelor degree in Engineering (Electrical, Mechanical, Chemical) and a higher degree is preferred .
  • You have at least Fifteen (15) years of experience, preferably in Oil & Gas, pipelines, refineries, onshore, offshore production platforms, such that the incumbent is clearly recognized as an expert in instrumentation engineering.
  • Excellent English communication skills (oral and written) and no second language is required.
  • Must have Engineering Design & Construction phase experience with control circuits, schematics, PLC''s, DCS. Application experience with process Controls- instruments, valves, automation.
  • Able to read PLC ladder logic and DCS function diagrams with a thorough knowledge of engineering practices and economic principles in the applicable International Codes, Standards and Specifications.
  • Dynamic attitude towards project improvements and savings with recognized institution’s certification is desirable but not mandatory.
Duties & Responsibilities
  • Execute capital projects according to the scope, schedule and budget.
  • Responsibility for project development: preliminary engineering to detail designs to construction and the final safe turnover to proponent.
  • Manage General Engineering Services (GES) design contractor activities during the development of project proposal, include definition of project work scope and schedule requirements. Development of detailed estimate leading to funding appropriation and approval.
  • Manage contractor preparation of detailed design drawings, material specifications and procurement, and/or construction bid packages.
  • Provides detailed instrument/electrical engineering design and contractor supervision to ensure that capital and expense projects are completed accurately and efficiently.
  • Provides accurate instrument, electrical and control systems specifications.
  • Monitors and directs activities of engineering and construction contractors for progress and quality to ensure compliance to company and industry standards.
  • Provides ongoing technical support to operations and maintenance departments on instrumentation, electrical and control system problems.
  • Provides cost estimates and preliminary engineering design work for the development and preparation of projects.
  • Develop and/or review data acquisition and controls (PLC/DCS/DAQ) for complex engineering systems with many I/O signals from highly varied sensors and instruments during design & construction phase.
  • Be familiar with international procedures of Projects Phases, Engineering Phases, Bidding procedure, Procurement Process, Construction Requirements and up to date Best Practices
  • Fully understand contract documents (inclusive of appendices, drawings and specifications), project execution plan, interface management, change management, construction sequencing, standards specifications and project schedule to support project manager and/or company representative in timely completion of project.
  • Performs change order scope definition, cost estimation and assists the Project Manager or Company representative in change order negotiations.
  • Review weekly and monthly reports on the status and progress of the contracts, including project costs and potential changes. Attend project meetings e.g. progress, stakeholders, design review, plot plan, value improvement and assist in managing and reviewing the project progress i.e. planned vs actual.
  • Review of project schedule, coordinating and monitoring the assigned project progress and challenge below par performance of the contractor.
  • Review, coordinates and monitors invoices (claimed vs actual physical progress checks) and contractor’s submittals.
  • Performs Project Reporting and implementation of company initiatives during project execution.
  • Formally designs or studies instrumentation modifications to oil & gas processing and handling facilities, residences and utilities.
  • Provide routine instrumentation (design and construction) support such as refinery process plants that include, but are not limited to, refining, NGL and utilities plants.
  • Develop and/or review testing and commissioning procedures.
  • Follows all safety rules and guidelines as established by the Company.
