An experienced HR Manager Wanted in Pretoria

POSITION INFO:


Our client is a public entity based in Centurion, Pretoria, and they require the services of the Manager: Human Capital at their offices in Centurion.  The incumbent will report to the Executive: Shared Services. This appointment will be made on a 36 months Fixed Term Contract.

 

JOB PURPOSE

To provide an effective Human Capital strategic support service through the development and implementation of Human Capital Strategy and business plans (aligned to organizational strategy) and best practice HR processes and procedures.

 

DUTIES AND RESPONSIBILITIES

a)     Human Capital Strategy and Plan:

  • Formulate and implement a HC strategy in line with objectives of the organizations
  • Develop and implement appropriate Human Capital policies and processes
  • Develop and implement Human Capital operational plan
  • Coordinate the effective implementation of a performance management system
  • Measure performance against agreed performance level agreements
  • Reward or correct individual and team performance
  • Run performance review committee
  • Manage implementation of change management initiatives to ensure organizational efficiency
  • Ensure transformation processes are implemented smoothly
  • Adopt the culture and values that promote attainment of objectives
  • Prepare submissions for HR Remco for council approval or strategic level HR issues

 

b)     Human Capital Business Processes:

  • Ensure compliance to HC Policies and procedures with regard to leave, budget, training and development, document management
  • Ensure that proper record keeping is done through the unit
  • Ensure effective administrative systems and document management systems are in place
  • Ensure effective processing of documents
  • Monitor leave and leave outstanding on ongoing basis
  • Develop an HC budget proposal for approval by council
  • Manage the approved budget on an ongoing basis
  • Ensure that a staff wellness program is in place
  • Evaluate the effectiveness of staff wellness programs through surveys
  • Manage the company’s Health and Safety Program
  • Ensure strict compliance to health and safety regulations and policies
  • Attend monthly MANCO meetings and EXCO meetings on invitation
  • Attend HR Remco council meetings on invite
  • Manage and report on Human Capital internal and external audit findings

 

c)      Reporting:

  • Performance Information reporting
  • Ensure all other statutory reporting requirements are compiled and submitted e.g. employment equity report and Stats SA employment report.
  • Compile and submit ad hoc Human Capital Reporting requests as requested

 

d)     Recruitment:

  • Evaluate the staffing requirements of the organization for the forthcoming financial year on an annual basis
  • Develop a recruitment plan
  • Develop a recruitment budget
  • Oversee the drafting of internal and external media advertisements
  • Determine relevant selection criteria for new or replacement posts
  • Manage the application screening and shortlisting process both internal and external
  • Coordinate the interviewing process including selecting interview panel members, interview questions, selection rating formats
  • Manage the interviewing process for management posts and above
  • Refer preferred candidates for management assessments
  • Evaluate assessment results with service providers
  • Make recommendations to CEO for appointments
  • Manage employee Contracts

 

e)     Payroll:

  • Administration employee salaries
  • Ensure submission of salary input data to outsourced payroll service provider by deadline dates.
  • Liaise with outsourced payroll service provider with regard to salary queries.
  • Administer input Pay tor special pay runs e.g annual performance incentive
  • Sign of monthly payroll for referral to Executive.
  • Maintain payroll document management system for Audit and Rekord keeping purposes.

 

f)      Industrial Relations:

  • Oversee all IR related procedures e.g. grievances
  • Provide advise with regards to all IR issues
  • Serve as member of the company’s management team for union negotiations and engagements
  • Manage IR issues referred externally to CCMA in conjunction with Legal department
  • Facilitate disciplinary meetings
  • Attend to general employee grievances
  • Perform problem resolution and conflict resolution when required

 

g)     Talent Management:

  • Manage the annual personal development plan (PDP_ process
  • Compile the annual skills development plan in conjunction with line management
  • Identify and make recommendations for team based development programs
  • Manage the company’s succession planning policy framework
  • Ensure the maintenance of all training and development records e.g. certificates
  • Implement competency assessments though service providers to determine development requirements.

 

h)     Staff Management:

  • Ensure that sufficient staff are available and properly trained
  • Prepare performance management contracts on an annual basis
  • Review performance management contracts on a quarterly basis
  • Approve leave applications
  • Provide coaching, mentoring and guidance to reporting staff
  • Identify any training requirements in reporting staff and ensure that these requirements are met
  • Guide staff in career development
  • Address any disciplinary issues
  • Create succession plans for direct reporting staff

 

QUALIFICATIONS AND EXPERIENCE

  • Minimum Bachelor Honours Degree - Industrial Psychology / Human Resources / Social Sciences
  • Minimun 5 years of managerial experience

 

REMUNERATION

R885k p/a CTC
