Municipal Finance Specialist (12 Month Contract)

Role Overview:
The Municipal Finance Specialist will play a key role in supporting municipal projects through advanced financial modelling, structuring private sector participation, and providing expert advice on funding mechanisms within the South African municipal context. The ideal candidate will have a strong background in municipal finance, project finance, and a thorough understanding of the local regulatory and funding environment.

Key Responsibilities:

• Financial Modelling: Develop, review, and refine financial models ranging from simple cash flows to complex project finance-based models for municipal projects.
• Private Sector Participation: Structure and advise on private sector participation in municipal initiatives, including PPPs and other collaborative frameworks.
• Municipal Funding: Advise on and structure funding solutions, demonstrating a clear understanding of available funding sources for South African municipalities.
• Sectoral Exposure: Provide insights and support for projects in municipal services (e.g., water, wastewater, solid waste) and economic development (e.g., land and industrial development).
• Stakeholder Engagement: Liaise with municipal officials, private sector partners, and funding agencies to facilitate project delivery and financial sustainability.
• Regulatory Compliance: Ensure all financial models and structures comply with relevant South African municipal legislation and regulations.

Minimum Requirements:

• At least 7 years’ experience in municipal finance, project finance, or a related field.
• Demonstrable experience in preparing and interpreting financial models, including cash flow and project finance models.
• Exposure to structuring private sector participation in the municipal sector.
• In-depth knowledge of the South African municipal environment, including funding sources and regulatory frameworks.
• Strong analytical, communication, and stakeholder management skills.

Desirable Attributes:

• Experience in municipal services sectors such as water, wastewater, and solid waste management.
• Exposure to economic development projects, including land and industrial development.
• Professional qualifications in finance, accounting, economics, or a related discipline.
