JOB DESCRIPTION:

Main purpose of the job:

  • To lead the formulation of the monitoring and reporting strategy in line with the donor and organizational objectives, lead, and coordinate organizational responses to stakeholder requests

Location:

  • Tshwane – Monitoring and Evaluation Department

Key performance areas:

  • Support DoH counterparts in developing, interpreting indicator definitions and implementation dashboards
  • Support DoH counterparts and senior management with data requirements as requested, including dashboards, cascades, reports, mitigation plans, and other requests
  • Maintain a repository of all program data and reports in conjunction with the SI compliance team and other internal stakeholders
  • Support the Annual Performance Plan (APP) and District Health Plan (DHP) development and review
  • Lead data verification and reporting activities liaise with SI and program teams to verify, validate and quality assure program data as well as ensure that data is accurate and aligned to all routinely collected program data and ensure that verified data is updated in DoH systems e.g., DHIS
  • Conduct data quality audits (DQAs) in conjunction with sub-district and district counterparts
  • Generate timely reports from DQA findings and follow through on action plans
  • Participate in regular feedback and planning sessions with the line manager, and other technical teams
  • Be the first point of contact to provide support to the DoH District counterparts
  • Attend mandatory program monitoring and review meetings, and workshops, as well as present and provide feedback to relevant staff
  • Liaise with internal and external counterparts to communicate and follow through on indicators (NIDS, PIDS, DOH Phuthuma, DATIM, etc.) monitoring and reporting requirements
  • Co-ordinate the data monitoring and reporting from all internal and external activities
  • Facilitate skills transfer to DoH counterparts and SI team
  • Promote harmony, teamwork, and sharing of information
  • Take ownership and accountability for tasks and demonstrates effective self-management
  • Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
  • Maintain a positive attitude and respond openly to feedback
  • Stay abreast with developments in your own field of work
  • Take ownership of driving your own career development by attending training and development sessions and relevant meetings
  • Attend relevant training and development sessions such as seminars, writing series workshops, etc.

Required minimum education and training:

  • National Diploma (NQF Level 6) or Bachelor Degree in Health (4 years) or related field
  • Nursing qualifications will be advantageous

Required minimum work experience:

  • Minimum 5 years of working experience in Health Information Systems, Health Programmes, and Health Data Analysis such as National Indicators Datasets (NIDS)
  • Health Act and related policies and procedures

Professional body registration:

  • Registration with the regulatory statutory body such as SANC or HPCSA

Desirable additional education, work experience, and personal abilities:

  • A Master’s degree in an appropriate discipline is desirable
  • Experience with data management, analysis, and reporting within a public health monitoring and evaluation environment and experience working with donor-driven programs
  • Ability to develop and maintain data collation, and storage systems
  • Able to work independently and as part of a multi-disciplinary team
  • Experience working with information systems, data analytics, and report writing including
  • Pro-active and able to work under pressure and adhere to deadlines
  • Organized and pays attention to detail with a tendency to adhere to the protocol

Demands of the job:

  • Travel and working overtime/over weekends may be required from time to time
  • Able to work in a highly pressurized environment

Communications and relationships:

  • Liaise effectively with the senior management team, colleagues, and support staff as well as with collaborators, NGOs, DOH, and academic institutions
