SUMMARY:
One of our key clients has an opening for a Project Controls Manager to join their Projects team within the water solutions industry. The applicant can be based in Johannesburg or KwaZulu Natal.

POSITION INFO:


POSITION : PROJECT CONTROLS MANAGER
AREA         : KZN BUT OPEN TO JHB BASED APPLICANTS
SALARY     : R 600- R 800 CTC PER ANNUM

MAIN PURPOSE OF THE ROLE:
The Project Controls Manager is accountable to develop, progress and forecast all phases of the project costs, project schedule/plan and project contract using the most current industry practices and software. This position provides overall leadership for cost, schedule, planning functions on multiple projects. Integrate all project functions engineering, procurement, schedule, cost, technical & construction disciplines for seamless reporting to insure effective Capital Project Delivery.

SKILLS & QUALIFICATIONS:

  • BSc Degree in Engineering or related technical field
  • PMI, AACEI or other industry certifications
  • Project Management exp./ Controls professional on capital projects
  • Water, Wastewater & Water Recovery experience
  • Projects services & cost engineering concepts
  • Project initiation, planning execution, monitoring, controlling & closeout
  • Strong analytical & computer skills (engineering packages)
  • Development of enterprise costing and cost management tools
  • Have a detailed knowledge of forms of contracts and reimbursement models, and their associated advantages & risks.

DUTIES & RESPONSIBILITIES:

  • Prepare estimates and cost plans for variety for the project proposal / quotations.
  • Ensure initial cost plans are sufficient to carry out the works to be undertaken.
  • Accountable for all project estimating, invoicing, cost forecasting as well as Plans & Schedules for the entire engineering, procurement, construction.
  • Provide technical leadership and oversight for all cost, schedule, planning, risk control/reporting project functions.
  • Provide commercial and contract support through the construction stage of the project.
  • Provide knowledge and implement of cost coding structures (CBS or WBS).
  • Prepare tender packages for return of competitive bids for all scopes of work.
  • Perform tender analysis to ensure value for money is achieved and that the works have been procured at the best market rates.

  • As a member of project leadership team develop and implement project controls strategy and integrate into Project Execution Plan.
  • Identify and propose value engineering options.
  • Continually refresh on industry best practices and integrate with current processes.
  • Present and educate personnel/teams/organization on project control’s practices and principals.
  • Facilitate project constructability, value engineering as well as alignment of cost & schedule data.
  • Generated integrated cost reporting platform for detailed cost reports, including budgets, changes, commits (POs), spends, anticipated costs and forecast.
  • Oversite of project scheduling platform as well as Pull/Phase/Takt/Interactive planning sessions as required to develop, refine and progress project plans.
  • Work closely with accounting, finance and legal functions on project needs and organizational initiatives.
  • At project completion, develop and record the project’s historical cost information and “lessons learned”.
  • Lead workgroup efforts to improve company processes, systems and intellectual infrastructure to promote organizational learning and continuous improvement.
  • Identify and propose value engineering options.
  • Close out commercial issues, such as change orders and contract issues.
  • Overall financial management of the project, including cost control, cost reporting and cost forecasting for the projected final cost and value of the project.
  • Identify and manage risks to the projected final cost of the project.
  • Forecast and monitor cash flow / accruals to ensure a positive cash flow is maintained.
  • Assist in the reparation and agreement of final accounts, including the handling of any claims to ensure.
  • Produce cost analysis feedback / lessons learnt for future works.
