Project Proposal Engineer (SMPP EPC Projects – Namibian National) – Walvis Bay

SUMMARY:
Prepare Technical and commercial proposals in line with client requirements.
Interact directly with clients to clarify scope, technical requirements and commercial queries.
Compile and manage Bills of Materials (BOMs) for proposed solutions.
Liaise closely with the engineering team to ensure technical accurate and feasible proposals.
Prepare cost estimates and quotations for engineering solutions and equipment.
Review and interpret technical documentation and drawings to support proposal development.
Project Management.

POSITION INFO:
Review and analyse tender documents, specifications, drawings, and client requirements. Prepare complete cost estimates for fabrication, construction, maintenance for marine and mining EPC projects. Compile and submit quotations and tender proposals within required deadlines. Participate in tender clarification meetings and client discussions. Maintain tender records and supporting documentation. BSc Mechanical Engineering Minimum 6-10 years in a similar position Cost Estimation Calculate material, labour, equipment, subcontractor, logistics, and overhead costs. Develop detailed bills of quantities (BOQs) and bills of materials (BOMs). Conduct pricing analysis and benchmarking. Identify cost-saving opportunities while maintaining quality and compliance standards. Ensure profit margins meet company requirements. Technical Review Interpret engineering drawings, specifications, and scope documents. Assess project feasibility and execution requirements. Liaise with engineering, production, procurement, and project teams to verify technical assumptions. Identify project risks and include appropriate contingencies in estimates. Commercial Responsibilities Prepare commercially sound pricing structures. Support contract negotiations and commercial discussions. Evaluate supplier and subcontractor quotations. Ensure compliance with contractual requirements and company procedures. Stakeholder Engagement Communicate with clients, suppliers, subcontractors, and internal departments. Build and maintain professional relationships with key stakeholders. Provide estimating support to project execution teams when required. Compliance and Quality Ensure all submissions comply with tender requirements and industry standards. Maintain audit-ready estimation and tender documentation. Adhere to company quality, safety, environmental, and governance requirements.
