SUMMARY:

Senior Buyer (Contract) with experience in the Oil & Gas, Petrochemical or similar sector



POSITION INFO:

Job Objective:

  • The accomplishment of all duties delegated by the Procurement Manager.
  • The Supervision of allocated purchasing personnel.
  • The procurement of allocated commodities at lowest cost consistent with requisition and project requirements and at correct delivery point within scheduled time limits.
  • Ensure the competence and performance of supervised personnel within applicable schedules and manhour and cost budgets.

Key Accountabilities & Responsibilities:

  • Assume the duties of Procurement Manager when so directed.
  • Comply with, make known to supervised personnel and check their compliance with the following, as applicable:
    • Department and Project Procurement Procedures.
    • Licensors’, Clients’, and Company Secrecy Agreements.
    • Company policy and procedures for Quality Management and Design Safety.
    • Project specific and Corporate Supplier List.
  • Perform discipline audits.
  • Preparation of project Supplier Lists relative to commodity knowledger before issue.
  • Ensure that supervised personnel, as appropriate by their respective job descriptions:
  • RFQ Request for quotation process.
    • Preparation of project set-up i.e bidder lists , procedures, Procurement Schedules etc.
    • Prepare and issue RFQ packages (E-procure)
    • Arrange and attend with Senior Buyer pre-order meetings with Suppliers to confirm that all requirements will be met and that all commercial aspects including guarantees bonds etc are clarified. Issue notes of meetings.
    • Prepare quotation summaries, and (CBA) commercial bid analysis including recommendation to award.
    • Submit quotation summaries after technical approval to authorised Procurement Personnel for approval.
    • Issuing of procurement Schedule
  • Prepare and issue Purchase Orders
    • Preparation of Purchase Order documents and issue for signatures in accordance with DOA
    • Prepare any necessary order variation summaries, and amendments.
    • Input all material progress data to relevant material management system or Progress Schedules.
  • Managing of project Purchase Orders
    • Attend all required progress meetings, and issue necessary correspondence as required.
    • Prepare and distribute monthly Material Progress Schedule in accordance with requirements.
    • Expedite and release of all equipment and material and action comments on Expediting Reports.
    • Check and verify all necessary sub-orders that relevant standards and inspection requirements.
    • Check that Supplier''s documentation specified on the order is received on schedule.
    • Maintain checks and actions until all final documents are issued and all Suppliers’ final documents are received (all required certification, data books, manuals etc).
    • Operate the spare parts procedure and in particular check that:
  • Purchase order Close outs
    • Ensure the correct close out of orders in compliance with Client/project specific procedures
    • Assist in the settlement of back charges and discrepancies when requested by authorised construction personnel
  • Recommend to the Procurement Manager any necessary visits to Suppliers to apply pressure to maintain or improve performance.
  • Maintain liaison with:
    • Proposals
    • Engineering Department
    • Project Control (Planning)
    • Edit all Expediting Reports, list actions required and actions taken.
    • Ensure the finalisation of all orders.
  • Maintain relationship with Suppliers and their representatives by the use of impartial and competitive purchasing procedures, avoiding unethical practices.
  • Maintain close awareness of the supply situation including area sources of supply, material availability and current delivery.
  • When requested by authorised construction personnel, assist in settlement of back charges and discrepancies.

 Qualifications:

  • Grade 12 / Matric
  • Preferably Purchasing Diploma

Desirable

  • Appropriate B (Commercial or Engineering)

Knowledge, skills and experience:

  • 5/10 years’ experience in Oil and Gas related industries.
  • Good project procurement experience.
  • Procurement on a global basis.
  • Proven supervisory experience within project teams.
  • Proven ability to prepare negotiation strategies/techniques and lead negotiations.
  • Very good knowledge of project procurement execution (cradle to grave).
