Tender Engineer required for a reputable company based in Johannesburg, Gauteng

Requirements: 

• National Diploma or B.Tech Mechanical Engineering or Electrical with mechanical experience
• 10 years as a Site Engineer or Site Manager with practical site experience in pipeline, mechanical and electrical construction, preferably within the water sector
• An excellent knowledge and understanding of the application and interpretation of the SAICE, FIDIC and NEC contract frameworks
• 5 years of preparing public sector tenders
• Robust expertise and hands-on experience in, and understanding of MS Word, Excel and Project as well as the CCS (Candy) bidding system
•  Scrupulous in completing compliant bids
•  Awareness of workplace health and safety environment and requirements

Responsibilities:

• Applying and improving the New Projects Department’s estimating procedures;
• Update the tendering packages, including the CCS Candy data base on a regular basis, considering performance data received from the various ongoing or completed projects;
• Screen and prioritize potential tenders compiled by estimating staff from various external or internal sources;
• Prepare Go/No Go schedule and motivation for review with Head New Projects and then subsequent approved projects with the Tender Committee based on assumed or known contract scope; risk assessment and mitigation; conditions of contract; bill of quantities; BBBEE, CIDB and targeted Contract Participation Goals; added value and tender competitiveness opportunities as well as proposed qualifications;
• Secure and review tender documents, organize for attendance at site briefing sessions and internal feedback report;
• Re-motivate where necessary for final Go/No Go approval, based on the criteria in iv);
• Assign tasks, responsibilities and deadlines for the costing and preparation of the tender;
• Review requests for proposals and resultant quotations, including specifications and qualifications from suppliers, subcontractors and service providers to address risks, non-compliances and corrections required prior to selecting the preferred quotation.
• Negotiate the best terms and conditions with the preferred supplier/subcontractor
