POSITION INFO:
Purpose of the Position
To protect the safety of all employees and ensure effective Occupational Health, Safety & Environmental coordination in compliance with the Occupational Health & Safety Act 85 of 1993 and all applicable regulations.
To plan, prioritize, assign, supervise, review and participate in work relating to health, safety and environmental matters.
To ensure effective coordination and oversight of the security service at branch level on a continuous basis to prevent loss, theft, damage or criminal activity.
To manage asset control, key control, access control and ensure that all security systems and infrastructure are monitored and maintained continuously.
To ensure effective facilities management of all branch infrastructure, plant and equipment, including preventative maintenance, statutory servicing, inspections, repairs, upgrades and support systems in accordance with legal requirements and manufacturer specifications.
To maintain effective communication regarding all HSE, Security and Facilities matters with subordinates, peers and management.
Key Responsibilities
Security Management
- Coordinate and monitor the security service provider contract.
- Ensure monthly minuted meetings are held with the security service provider.
- Ensure compliance with Site Procedure Manuals and company Policies & Procedures.
- Ensure security personnel are alert, properly briefed and performing duties as required.
- Oversee daily access control processes.
- Ensure accurate record keeping of all persons and property entering or leaving the premises.
- Ensure daily searching procedures are conducted in accordance with company policy.
- Review the Site Procedure Manual annually or as operationally required.
- Conduct regular inspections of CCTV systems, gates, locks, fences, perimeter protection and other security infrastructure.
- Maintain and audit key control registers.
- Compile monthly security reports detailing incidents, risks, deviations and associated costs.
- Report security deviations or material risks to the National HSE & Risk Manager / National Security Manager.
Safety, Health & Environmental Management
- Inspect workplaces to investigate accidents, ill-health causes and complaints.
- Enforce safety rules and compliance standards through regular inspections.
- Initiate and implement improvements to safety, health, environmental and occupational hygiene standards.
- Develop and implement HSE management schedules and strategies.
- Remain up to date with legislative and technical developments.
- Ensure full administrative compliance with the Occupational Health & Safety Act and company Policies & Procedures.
- Develop and maintain compliance programs aligned with OHS, COIDA and environmental legislation.
- Develop systems to ensure all employees comply with legal safety requirements.
- Identify safety training needs, coordinate training and prepare material where required.
- Coordinate monthly safety meetings:
- Set meeting times
- Distribute agendas
- Record and distribute minutes
- Ensure supporting documentation is submitted correctly and on time
- Assist with the appointment of Safety Representatives for all departments.
- Coordinate statutory appointments required in terms of OHSA.
- Communicate legislative changes to relevant management.
- Evaluate incident reports, audits and surveys to determine root causes and implement corrective action plans.
- Liaise with contractors to ensure compliance with safety regulations and induction requirements.
- Conduct risk assessments, surveys and audits to minimise company risk exposure.
- Identify unsafe acts and conditions and implement corrective and preventative measures.
- Coordinate at least two evacuation drills per year.
- Assist in developing and maintaining emergency and contingency plans.
- Review and update emergency procedures as required.
- Fulfil Safety Appointment responsibilities where applicable (Section 16(2) or delegated authority).
- Ensure continuous HSE reporting and effective communication with management.
Facilities Management
- Ensure the integrity, safety and operational functionality of all buildings, infrastructure and yard areas.
- Implement and audit facilities key control systems.
- Oversee site opening, start-up, shutdown and securing procedures.
- Develop and implement a Planned Preventative Maintenance (PPM) schedule for facilities, plant and equipment.
- Ensure servicing of mechanical, pneumatic and electrical systems in line with legal and manufacturer requirements.
- Maintain and control asset and equipment registers.
- Ensure statutory inspections and certifications are conducted and properly documented.
- Oversee ventilation, refrigeration, compressed air and operational systems for functionality and safety.
- Coordinate facilities repairs, upgrades and service provider activities.
- Monitor contractor performance relating to facilities work.
- Assist with facilities budgeting and cost control.
- Identify and correct hazards arising from infrastructure or equipment.
- Maintain records of service reports, inspection certificates and maintenance schedules.
- Escalate critical facilities risks or breakdowns immediately to management.
Minimum Requirements
- Matric (Grade 12).
- Safety Management qualification (SAMTRAC / NEBOSH / Diploma in Safety Management).
- Minimum 5 years’ experience as a Safety Officer (Manufacturing / Construction / Warehousing).
- Minimum 5 years’ experience in Security Supervision.
- Minimum 3 years’ experience in Facilities Management, including maintenance scheduling.
- Own reliable transport and cellphone.
- Willing and able to respond to safety or security breaches after hours and oversee security shift changes where required.
