SUMMARY:
Head: Corporate Services (3 months Fixed-term contract)

POSITION INFO:

Job Purpose:

The purpose of the Head: Corporate Services role is to provide leadership and manage the Corporate Services Division which includes a Human Resources unit, outsourced Information and Communication Technology (ICT) systems and Facilities Management environments.

Key Performance Areas:

Facilities Management

  • Plan and manage the move of office premises in Gauteng
  • Facilities management and maintenance of the leased buildings (in Gauteng and Cape Town) and all related services, including procurement, monitoring, evaluation and management

Information, Communication and Technology

  • Setting up a modernised ICT Platform – with newly appointed service providers
  • Outsourced Information, Communication and Technology management inclusive of the following: ICT Strategy; Business Solutions and IT Infrastructure and support. Monitoring and evaluation of service delivery accordingly 
  • The management of the delivery against all outsourced contracts related to the above functions and assistance with the procurement processes, relating to these functions

HR Strategy and Business Plans

  • Provide relevant HR input and guidance to the strategic planning forums of the company
  • Provide input into and lead the development of the company’s Strategic Human Resource Plan
  • Coordinate and manage the implementation of the company''''s Strategic Human Resource Plan
  • Provide ongoing evaluation and commentary to the CEO on the implementation of strategic plans
  • Make recommendations for the ongoing review, maintenance and improved efficiency of HR Strategies
  • Ensure consistent implementation of the company''''s Human Resource Strategy and Plan
  • Provide support to Management in the implementation of the company''''s approved Human Resource Strategy and Plan

HR Policy Development and Implementation

  • Provide input into and lead the development of the company''''s Human Resources Policies
  • Develop and implement relevant policy guidelines and directives for approval by the company
  • Ensure consistent application of the company''''s Human Resource Policies and that all HR activities are administered in line with the provisions of the applicable Policies and Procedures
  • Provide support to Management in the implementation and application of company Human Resource Policies
  • Research benchmark / comparative policy practice in relevant sectors
  • Monitor changes in legislative requirements and the need to update company Human Resource Policies
  • Make recommendations / proposals to the CEO for new or improved policies / procedures
  • Conduct Policy Awareness sessions and ensure that the HR Policies and Procedures (electronic-intranet and hardcopy versions) are updated and available for managers and staff

HR Systems and Processes

  • Provide input into and lead the development of the company''''s Remuneration, Compensation, Employee Development (Capacity Building), Performance Management, Reward / Recognition, Recruitment and Retention and Job Evaluation Systems and Processes
  • Coordinate the implementation of the company''''s approved HR Systems and Processes
  • Provide support to Management in the implementation of the company''''s approved Systems and Processes
  • Make recommendations for the ongoing review, maintenance and improved efficiency of company Human Resource Systems and Processes
  • Provide input into the company Code of Conduct with reference to prescribed components relating to acceptable standards of ethical and professional behaviour
  • Provide input into and lead the development, implementation and maintenance of a healthy working environment
  • Provide input into the development, implementation and maintenance of an employee wellness program
  • Provide support and leadership for the implementation and processing of company Disciplinary and Grievance Procedures

Monitoring and Evaluation

  • Monitor and evaluate implementation of the company''''s Human Resource strategy and Business Plan
  • Monitor adherence to the company''''s Code of Conduct
  • Monitor adherence to organisational values and culture
  • Monitor and evaluate organisational climate
  • Monitor application of Human Resource Policies and Practices in line with organisational and legislative provisions

HR Administration

  • Manage and coordinate all aspects of the company''''s Human Resource administration relating to Strategy and Policy implementation:
    • Recruitment administration
    • Performance Management administration
    • Remuneration, Recognition and Reward administration
    • Skills Development administration
    • Leave Management Systems and administration
    • Disciplinary and Grievance Procedure administration
    • Ensure an effective interface between HR and Finance functions 

HR Document Management Records

  • Manage and ensure compliance with relevant requirements of individual employee and organisation-wide Human Resource records

Employee Remuneration and Benefits

  • Management of all company Employee Remuneration and Benefits:
  • Remuneration Package Structuring
  • Medical Aid and Provident Fund
  • Performance reward strategies
  • Annual CPI Increments and Public Sector adjustments, as applicable

Reporting and Record Keeping

  • Develop and maintain a functional record keeping system for all HR documentation and activities, in line with regulatory requirements. Equally a record system for other Divisions 
  • Prepare and submit a weekly HR activity and Project Progress Report
  • Coordinate, prepare and submit activity reports for sessions and other forums, as required
  • Compile reports in respect of other reporting requirements namely employment equity reports, Stats SA Quarterly Survey and so forth

Management of directly reporting staff

  • Perform all tasks related to managing the staff within the Division and representing the Division at the Executive Management and other meetings

Qualifications and Experience

  • At minimum, a Post Graduate Diploma or Degree in Human Resources Management or Business Administration
  • A minimum of Three (3) years’ managerial experience

Technical Competencies

  • Strategy development and implementation skills
  • Strong analytical and problem-solving skills
  • Demonstrated technical skills in the Human Resources, Information and Communication Technology and Facilities Management
  • Demonstrated ability to undertake multiple priorities within the required timeframes
  • Demonstrated knowledge of government policies and legal compliance issues in the Public Sector
