SUMMARY:
Our client is seeking an Operations Manager to manage the daily operations of a Fund (Benefits) within a public sector entity

POSITION INFO:

Management of the daily operations of the Fund

1. Daily Management of Operations Unit
â–ª Develop and implement a comprehensive operating plan for the Unit and report to the COO on progress and achievement of milestones
â–ª Develop, implement and review operational policies and procedures
â–ª Ensure that best practice business processes are implemented and that the Fund achieves a high degree of operational efficiency through the use of the operational and Administration systems.
â–ª Oversee operational systems and processes while looking for opportunities of improvements and revision where applicable.
â–ª Oversee external stakeholder’s reporting, including but not limited to, actuary, auditors and member benefit statements
â–ª Establish and maintain Operations Strategy and align this with the Strategic Plan for the Fund.
â–ª Ensure that all Board of Trustees, Actuary (incl. Valuation) and Auditors requirements are implemented timeously.
â–ª Ensure that all pensions, transfers, withdrawals, retirement, ill health and death claims are effectively processed.
â–ª Ensure that any changes are reconciled to appropriate base documents including, but not limited to, contributions schedules
â–ª Work closely with COO on other special planning and departmental projects

2. Staff Management
â–ª Manage Benefit Services, Death Benefit Services, Pension Services and Member Services Departments staff
â–ª Ensure that a climate conducive of productivity is developed and maintained
â–ª Identify training needs in Operations departments and ensure that training interventions are conducted and their impact reviewed including drafting and implementing development plans

3. Reporting and Performance Management
â–ª Ensure that the human capital and infrastructure support is in place to ensure the Fund performs efficiently and achieves its strategic objectives.
â–ª Ensure that all Key Performance Indicators are met.
â–ª Coach, develop and support Team Leaders to ensure stakeholders and staff satisfaction at all times.
â–ª Monitor staff progress through the performance management system and take remedial action where required.
â–ª Compliance monitoring of all operation processes and report all deviations to COO.

4. Reconciliations in Operations Department
â–ª Ensure that reconciliations are carried out on a timeous basis and are up to date at all times.
â–ª Ensure that monthly balancing, reconciliations and reporting thereof are carried out on all activities relating to the above and that exception reports are generated and any queries resolved and signed off.
â–ª Ensure that all reports are prepared and sent to relevant stakeholders timeously.
â–ª Ensure that all relevant notes to the Financial Statements are prepared and accurately balanced. All notes to be submitted timeously

5. Stakeholder Engagement
â–ª Identify and ensure good relations with all stakeholders particularly the municipalities and their relevant entities, Fund members and service providers.
â–ª Assess a variety of situations and provide clarity to teams and stakeholders
â–ª Manage staff and interdepartmental relations
â–ª Assist the COO with Operational Reports and reports to the Board of Trustees

6. Industry regulations
â–ª Stay up to date on industry regulations, trends and technology

MINIMUM QUALIFICATIONS TO PERFORM ROLE:
Postgraduate degree/ Diploma in Business Management or related fields
 
PREFERRED QUALIFICATION: Honours degree in Business/ Accounting/Management or similar qualification.

MINIMUM PERIOD OF EXPERIENCE/ TRAINING (DESCRIBE TYPICAL EXPERIENCE BACKGROUND):
A minimum of 7 years experience in pension fund administration of which at least 4 years supervisory/ managerial experience
