SUMMARY:
Our external client is looking for a Skills and Development Specialist for a 3-year contract with at least 7 - 10 years work experience-across multiple areas of government. Must have good understanding of the public sector skills development and training landscape as well as deep knowledge of the complex regulatory environments of municipalities and other government entities in South Africa. Position based in Waterberg, Limpopo, it will be preferential for a successful candidate to reside in this area.

Job purpose:
The District Development Model (DDM) is an integrated planning model for improved cooperative governance and development, which seeks to be a new integrated, district-based, service delivery approach aimed at fast-tracking development and ensure municipalities are adequately supported and resourced to carry out their mandate.
Across the 44 district and 8 metropolitan areas in the country, all developmental initiatives will be viewed through a district development lens: ‘one district, one plan’.
COMPANY seeks to a appoint a Capacity Building Coordinator that will coordinate the implementation and monitoring of all local government capacity building support programmes offered at district level. The Coordinator will be required to work closely with the DDM District Hub team and local government partners and stakeholders to ensure the effective roll out of capacity building support initiatives, drive strategic client conversations and participate in cross-functional collaboration with clients and partners to ensure successful delivery. This is a hands-on-role which requires strong communication, problem-solving and technical skills.
Key performance areas:
Functions
Responsible for consolidating and strategically coordinating capacity building initiatives and support programmes offered at district level across the different municipal functional areas, i.e. financial management, institutional development, governance, infrastructure delivery, development planning, local economic development

Accountable for working with the District Hub Team, municipalities and local government partners and stakeholders to implement capacity building support initiatives and programmes as directed by the District Hub manager.

Develop and implement a comprehensive capacity building plan for local government in the district based on capacity assessments conducted.

Audit of all capacity building support services and programmes offered in the district by various government entities, partners and service providers.

Matching identified capacity support needs of municipalities with available programmes and services offered and address any gaps.

Coordinate the delivery of standardised and customised capacity building and change management programmes to ensure the successful implementation of support initiatives.

Consult with local government stakeholders throughout the design and delivery process in consultation with the DDM Hub Manager and team.

Ensure adherence to the DDM reporting guidelines and toolkits set out by the DDM programme managers and working with the DDM administrators to ensure adequate document control of the project records

Coordinates and monitors completion of assigned initiatives, activity plans in the performance management system and manages data collection to track, analyse, monitor and evaluate implementation of initiatives.

Evaluates initiatives performance, recommends changes and improvements.

Develop and or assist with the preparation of Supply Chain Management documents as assigned.

Qualifications and Experience


Relevant B degree, preferably in Social Sciences Human Resource Management, Institutional Development or related field.

Related skills development and training qualification will be an added advantage.

At least 7-10 years’ experience in leading and coordinating the implementation of public sector training and capacity development programmes.

A minimum of 7-10 years’ work experience-across multiple areas of government.

Sound knowledge of government planning, governance, service delivery and financial management processes.

Good understanding of the public sector skills development and training landscape.

Deep knowledge of the complex regulatory environments of municipalities and other government entities in South Africa.

Proven exceptional written and verbal communication skills.

Experience in building collaborative relationships with internal and external stakeholders.

Proven ability to work well under pressure in a proactive, agile project-based environment.

Extensive experience in working with Microsoft Office (Word, Excel, PowerPoint and MS Projects)

Desirable Requirements

Human resource development and capacity development processes.

CRITICAL CRITERIA
Build capacity over municipalities
Must have work experience and exposure at municipal and / or government levels
Worked with capacity building at municipal level previously
Developing comprehensive capacity building plans for municipalities/ government institutions
Coordinate initiatives - capacity building programme design
Qualification and experience very important
Must have worked in local government/ municipalities
Capacity building and training services
Must understand how processes work in local government - cannot go through learning cycle when starting with this position
Require a minimum of 7 - 10 years’ experience
Must have an idea how sector works - need to coordinate how others are working
All above is deal breakers
Must have training and development experience as well
Training and capacity building initiatives in government sector essential and non-negotiable
Workplace skills plans are also important
Looking for someone who can pull together capacity programmes across multiple areas of government and private sectors
1 contract position available in Waterberg in Limpopo - must be residing in that area
Projects:
Need to do audits on capacity building programmes
Monitoring how performing and make sure it does perform
Consolidated capacity plan programme - monitor, ensure it is managed proficiently and effectively
Will be coordinating all initiatives - primary objective
Designing and implementing and implementation and monitoring of programmes
Overseeing implementation
Ensure getting value for investment of COMPANY in government sector of these programmes
