Technical Advisor (HIV) Doctor – Key Populations (Wits RHI)

Main purpose of the job:

• To lead key population HIV prevention and treatment services and gender-affirming health care across nine primary health care centers nationally, in alignment with the overall program and organizational technical strategy

Location:

• Wits RHI – Blackwood, Parktown, Johannesburg

Key performance areas:

• Implement and retain currency of a comprehensive technical strategy for key population healthcare provision
• Communicate the WRHI clinical services strategy to all relevant stakeholders
• Provide visible leadership as an advocate for gender-affirming healthcare
• Lead the key population healthcare team in a unified and integrated manner across four provinces
• Engage with key population communities across four provinces to understand how best to deliver care for beneficiaries
• In collaboration with the Chief of Party and Senior Advisors Community Engagement and Strategic Information, actively monitor site progress towards achievement of the 95-95-95 HIV epidemic control goals
• Quality assure clinical services including Primary Health Care, Sexual and Reproductive Health Services, gender-affirming hormone treatment, TB screening, and HIV prevention and treatment
• Develop and monitor implementation of annual work plans, taking corrective action as necessary to ensure goals are met
• Contribute to the development of the annual program and site-level budget and monitor site expenditure
• Compile monthly, quarterly, annually, and ad hoc data and narrative reports according to program requirements
• Lead capacity development interventions internally and with relevant stakeholders to improve the quality and accessibility of key population health services
• Contribute to the development/revision of key population policy at district, provincial and national levels
• Contribute to research agenda by identifying research questions and writing grant proposals, protocols, and ethics applications
• Ensure appropriate communication/feedback of good practice and research findings to relevant stakeholders
• Produce publications and/or reports relating to the research and program area
• Conduct project visits and review project assessments to evaluate progress on implementation plans
• Lead meetings with specialist teams and other stakeholders
• Attend to all site manager staffing requirements and administration of up to nine sites (number to be confirmed)
• Promote harmony, teamwork, and sharing of information

Required minimum education and training:

• MBBCh Degree

Required minimum work experience:

• Minimum 8 years of senior management experience in complex projects

Desirable additional education, work experience, and personal abilities:

• Experience in working with key population patients and/or communities, particularly in the provision of HIV services and/or health care, especially in South Africa
• Familiarity with global key population health guidelines. Familiarity with endocrinology and/or provision and monitoring of hormones for gender transitioning
• Master’s in Public Health or equivalent degree
• Experience working with donor-funded programs and writing grant proposals and protocols, particularly with PEPFAR-funded programs
• Experience working in a research environment
• Demonstrated positive energetic leadership, management, and change management ability, including the ability to manage a diverse team
• Ability to adapt to complex situations, manage stress, and deliver goals pro-actively
• Be a proactive change agent with the ability to develop and maintain relationships at all levels of Wits RHI and partner organizations
• Willingness to travel
