SUPPLY CHAIN MANAGER

POSITION INFO:

KEY PERFORMANCE AREAS:

• Management of the Supply Chain Management section to ensure efficient and effective service delivery in respect of:
  • Procurement of goods and services
  • Implementation of financial controls and efficiency
  • Bids and Contracts Management
  • Inventory Control
  • Supplier and Enterprise Development
• Review and analyze the organization’s procurement in terms of cost effectiveness, delivery lead times, product performance, and inventory management.
• Provide oversight of the effectiveness and efficiencies of the Bid Committees.
• Prepare reports for management and represent the Supply Chain section in all forums
• Develop policies, implement Supply Chain Systems and enhancements to ensure efficiency in SCM processes
• Liaise with National Treasury on matters relating to Supply Chain Management
• Ensure that all National Treasury Instructions , Directives are implemented across the organisation
• Arrange and ensure all SCM policies, process, and guidelines are being followed in line with regulations (PPPFA, B-BBEE, PFMA etc.) and arrange all necessary training for SCM regulations
• Ensure the implementation of all applicable policies, Enterprise and Supplier Development and the organization’s B-BBEE strategy
• Ensure proper records management in the section.
• Engage with Internal and External Auditors for the provision of information and attend to audit queries where required.
• Ensure the section’s Risk Register is updated and that Action items are implemented within time frames.
• Guidance, performance management and supervision of staff within the section

REQUIREMENTS:

• Bachelor’s degree (NQF Level 7) in Commerce or Supply Chain Management OR a National Diploma (NQF Level 6) in Commerce or Supply Chain Management.  A postgraduate qualification will be advantageous.
• Bachelor’s Degree (NQF Level 7) – A minimum of five years’ Supply Chain Management experience at managerial level OR 
• National Diploma (NQF Level 6) – A  minimum of seven years’ Supply Chain Management experience at managerial level 
• Must have experience in leading and managing teams.
• Computer Literate with MS Office and Financial Information System experience.
• Excellent knowledge of PPPFA; PFMA; B-BBEE; National Treasury Regulations and other applicable legislation relevant to Supply Chain and Procurement in particular.
• Analytical, organised and ability to handle multiple assignments.
• Strong leader, team player and good inter-personal relationship skills.
• Ability to influence people and negotiation skills are essential.
• Confident, proactive and a high regard for integrity, ethics, confidentiality and honesty are critical for this position.
• Valid Code B driver’s license
