POSITION INFO:

Senior Human Resources Manager

1. Purpose of the Role

The Senior Human Resources Manager provides strategic leadership for all people related functions within a manganese mining environment. The role ensures workforce compliance, safety, skills development, productivity, and alignment with operational and regulatory requirements. It oversees HR operations across recruitment (including sourcing for mining-specific scarce skills), talent development, union and community relations, skills legislation compliance, housing and accommodation planning, and workforce transformation.

2. Key Responsibilities
2.1. Strategic HR Leadership & Mining Workforce Planning
Align HR strategy with production forecasts, labour demand, expansions, and shutdowns. Lead organisational design, workforce and succession planning, fatigue management, and use HR analytics to track absenteeism, contractor usage, safety, SLP commitments, and workforce stability. Drive digital HR transformation across HRIS, biometric clocking, compliance, and AI recruitment.

2.2. Industrial Relations, Union Engagement & Community Labour Compliance
Manage union relationships, wage negotiations, disputes, and strike mitigation. Maintain sound industrial relations for remote mining operations and ensure compliance with MHSA, BCEA, LRA, EE Act, SDA, OHSA, and SLP obligations. Engage labour inspectors, MQA/SETA, DMRE, and community stakeholders on employment quotas and reporting.

2.3. Talent Acquisition, Skills Development & Mining Scarce Skills
Develop strategies to attract and retain scarce mining talent, including technical and artisan roles. Support learnerships, apprenticeships, graduate programmes, and community training aligned with MQA, Skills Development, and SLP commitments. Implement performance systems linked to production, safety, compliance, and quality.

2.4. Policy, Remuneration, Accommodation & Mining Benefits
Oversee HR policies, roster rules, remote site accommodation, expatriate policies, compensation, allowances, housing, camp management, payroll compliance, labour budgets, and financial risk reporting.

2.5. Employee Relations, Culture, Safety & Wellbeing
Promote a safety-first culture through HR-HSE integration. Manage discipline, grievances, hearings, diversity, EE, Mining Charter transformation, and employee wellness, including fatigue, heat stress, and psychosocial support.

2.6. Community, Stakeholder & ESG Engagement
Lead HR compliance reporting for SLP, LED, EE, and local employment. Engage communities on local hiring, training, and bursaries, drive ESG-aligned people initiatives, and represent the mine at industry and labour forums.

3. Qualifications and Experience
- Bachelor’s degree in human resources, Industrial Relations, Labour Law, or related field
- (Honours or postgraduate advantageous).
- Minimum of 8–10 years progressive HR experience, including at least 5 years at a senior
- level in mining or heavy industrial sector (manganese or other mineral commodities
- highly advantageous).
- Knowledge of MPRDA, MHSA, Mining Charter, SLP, and mining labour and community
- employment regulations (mandatory).
- Proven experience in managing union negotiations, workforce housing, rotational shifts,
- living-out allowances, and community labour obligations.
- Experience leading HR in remote-site, multi-shaft, or multi-operation mining
- environments.
- Registration with SABPP, IPM, or professional HR bodies (advantageous).
