The University of Fort Hare seeks to appoint a Supply Chain Manager reporting directly to the Chief Financial Officer.

The Supply Chain Manager is expected to develop, implement and maintain the Supply Chain Management system, oversee and manage the overall supply chain management operations, including; demand, acquisition, logistics, disposal, performance and risk management. Further the incumbent is expected to review the Supply Chain Management performance and make recommendations to improve the efficiency and effectiveness of supply chain.

POSITION INFO:

Key responsibilities

·         Develop and oversee the implementation of an established and effective supply the supply chain management system

·         Technical understanding of Enterprise Resource Planner (ERP) systems

·         Establish the Bid Specification, Evaluation - Effective bid committees and Adjudication Committees, and oversee

·         Oversee the management of logistics operations

·         Management of the demand management processes    

·         Oversee the development and effective way of managing procurement waivers in accordance with the Supply Chain Management Policy and procedures

·         Develop and implement a BBBEE strategy that must always outline preferential procurement goals in accordance with the SCM policy

·         Manage the annual SCM risk assessment, development of the SCM risk register and risk response plan

·         Develop, implement and monitor the contracts management process to ensure good governance in terms of the policy and relevant legislative requirements

·         Manage and ensure that a cost effective and efficient travel management services is provided within the institution.

·         An effective bid/quotation process and procedures are implemented and maintained in accordance with the approved SCM policy and, delegation of authority and procurement thresholds.

·         Oversee the implementation of procurement function within the Project office in accordance with the SCM policy and procedures

·         Oversee implementation and integration of project procurement into an automated environment

Minimum requirements

·         An appropriate degree or national diploma or equivalent tertiary qualification in Procurement/ Supply Chain Management or other finance related degree.

·         A minimum of five to ten (10) years relevant working experience within the Supply Chain Management environment of which five (5) years must be relevant management experience reporting directly to Senior or Executive Management.

·         Proven Experience in managing a complex SCM department

·         Proven Extensive knowledge of an ERP system such as ITS Integrator Financial Management - Supply Chain Management is an added advantage.
